>> GOOD MORNING.

>> GOOD MORNING.

>> WE HAVE THREE PRE-EO APPLICATIONS, 2015-0264B [INAUDIBLE] PARISH, 2015-0264C [INAUDIBLE] PARISH, AND 2011-0659J [INAUDIBLE]

>> NAMED THREE EO APPLICATIONS, HAS BECOME OUR CUSTOM, WE'D LIKE TO INVITE REPRESENTATIVES FROM THESE COMPANIES.

TO COME TO THE TABLE AND GIVE SOME UPDATE ON THE PROJECT: WHERE THEY'RE GOING AND WHAT WE CAN ANTICIPATE FROM THESE APPLICATIONS AS WELL AS IN FUTURE.

DO WE HAVE SOME [NOISE] [INAUDIBLE] THANK YOU. KEEP THE MICS CLOSE TO YOUR MOUTH SO THAT WE CAN KEEP A CLEAR UNDERSTANDING FOR THE RECORD.

IF YOU CAN STATE YOUR NAME AND POSITION WITH THE COMPANY, PLEASE, AND THEN WE LOOK FORWARD TO HEARING WHAT YOU HAVE TO TELL US TODAY.

>> GOOD MORNING. I'M MARK [INAUDIBLE] I'M VICE PRESIDENT OF SALES. PAUL.

>> GOOD MORNING. I'M PAUL [INAUDIBLE]

>> THANK YOU SO MUCH FOR BEING HERE.

FIRST OF ALL, REALLY WHAT WE'RE LOOKING FOR IS TELL US A LITTLE BIT ABOUT WHAT THESE APPLICATIONS ARE ABOUT AND THEN WHAT YOU'RE LOOKING FORWARD TO, GOING FORWARD AND WHERE WE ARE WITH THE REMAINDER OF YOUR PROJECTS IF ANY.

>> THANK YOU. GOOD MORNING.

FIRST OFF, WE WISH TO THANK GOVERNOR EDWARDS IN THE COMMERCE INDUSTRY BOARD FOR STEWARDING THE ITEM AND OTHER INCENTIVE PROGRAMS, SPECIFICALLY HERE FOR LOUISIANA.

IT'S REALLY HELPED US ENJOY THIS ECONOMY AND GROWING IT WITH YOU FOLKS.

SECONDLY, I'D LIKE TO THANK THE STAFF FROM THE LOUISIANA ECONOMIC DEVELOPMENT BOARD WHO'VE HELPED GUIDE US THROUGH THIS PROCESS.

IT'S BEEN INTERESTING TO SAY THE LEAST.

LAST BUT NOT LEAST, THE CITY OF WESTLAKE AND [INAUDIBLE] COLLABORATED WITH US IN BUILDING OUR WORLD-CLASS OPERATION UNIT; WHAT WE'LL BE TALKING ABOUT HERE PRETTY SOON.

BUILDING THE FACILITY FOR US, [INAUDIBLE] HONING AND BUILDING A LARGE WORLD-CLASS AIR SEPARATION PLAN.

[INAUDIBLE] WE CALL IT ASU.

AN ASU IS A PRODUCTION FACILITY WHERE WE MAKE OXYGEN, NITROGEN, AND ARGON SPECIFICALLY FOR COMMERCE AND INDUSTRY.

THE VISION FOR THIS PROJECT STARTED WITH [INAUDIBLE] CUSTOMERS, AND THEN SECONDLY, [INAUDIBLE] THE NEEDED GASES IS FOR THEIR GROWTH AND THEIR DEVELOPMENT, AND MORE IMPORTANTLY, OUR SUPPLY TO THEM.

EXISTING PLANT THAT WE HAD ORIGINALLY WAS COMPLETELY INSUFFICIENT.

WE ENDED UP HAVING TO PROCURE MORE [INAUDIBLE] [NOISE] GROWTH FOR US [INAUDIBLE] SO WE BOUGHT 32 ACRES OF ADDITIONAL LAND IN ORDER TO SUPPORT THIS NEW INDUSTRIAL COMPLEX, SUPPORTING THOSE NEW CUSTOMERS.

THE PLANT [INAUDIBLE] DOES ONE THING; IT MAKES GAS, PERIOD.

UNDERSTANDING THAT, WE ONLY HAVE A FEW ECONOMIC AREAS WE CAN SUPPLY TO, SPECIFICALLY AEROSPACE, COMMERCIAL INDUSTRY, [INAUDIBLE] HOSPITALS, PLANTS OF THAT NATURE.

THE FACILITY ITSELF HAS FOUR PLANTS AND THEY ALL WORK IN TANDEM.

THEY SUPPLY NOT ONLY THE LOCAL CUSTOMERS THERE BUT WE ALSO EXPORT PRODUCT OUT OF THE STATE OF LOUISIANA INTO OTHER NEIGHBORING STATES, EVEN OFFSHORE TO THE CARIBBEAN.

THIS IS ONE OF OUR LARGEST CLIENTS GLOBALLY.

WE BUILT IT TO BE SPECIFICALLY IN A LARGE COMMERCIAL COMPLEX.

THE ITEM APPLICATION STATUS THAT WE WERE SPECIFICALLY TALKING ABOUT HERE, WHO'S UNDER TWO STAGES.

THE FIRST WERE PLANTS 1, 2, AND THE SECOND WE'RE TALKING ABOUT HERE TODAY IS PLANTS 3 AND 4.

THE ITEM NUMBERS WERE 2015-0264 BITE, AND PLANT 4 WAS 2015-0264 ITE.

THOSE ARE THE ONES WE REQUEST FOR APPROVAL FOR TODAY.

THIS IS THE LAST PLANT.

I TOOK THE APPLICATION [INAUDIBLE] VERIFICATION.

ECONOMIC BENEFITS FOR US SPECIFICALLY REGARDING THESE TWO PROJECTS, WAS OVER $237 MILLION TO BUILD THESE FOUR PLANTS.

PLANT 3 WAS $53 MILLION, PLANT 4 WAS LITTLE OVER $44 MILLION.

OVER 300 VENDORS [INAUDIBLE] ENGINEERING SERVICES AND EQUIPMENT.

THEY ENDED UP BEING [INAUDIBLE] FOUR MILLION DOLLARS TO BUILD A SMALL REGIONAL STORE AND ADDITIONAL GASES THAT WE [INAUDIBLE] SMALLER LEVEL TO LOCAL CONSUMERS IN THE MARKETPLACE.

[00:10:02]

THAT WAS NOT PART OF THE ORIGINAL APPLICATION PROBLEMS BUT IT DIDN'T BECOME A PART OF OUR PROJECT WITH PROPER VISION.

IN 2019, WHEN PLANTS TURNED DOWN A 27 NEW EMPLOYEES WITH A PAYROLL, LITTLE OVER TWO-AND-A-HALF MILLION DOLLARS A YEAR, AND MORE PROBABLY $31 MILLION IN INTIAL SALARIES FOR THAT PROJECTED PERIOD.

FIVE CONSTRUCTION JOBS WERE CREATED, ADDITIONAL PAYROLL OF $30 MILLION.

CURRENTLY HAVE OVER A 103 VENDORS TO KEEP THE FOUR PLANTS SUSTAINABLE.

THE TAXES THAT WERE EXEMPTED UNDER THE TENURE ITEM [INAUDIBLE] FOR PLANT 4, PROJECTION AT $23.8 MILLION, AND THEN SPECIFICALLY FOR PLANT 4 WAS $9.9 MILLION.

THE TAXES WERE PAYING TO THE PARISH IN LOUISIANA FOR THE INCEPTION OF THE PROJECT [INAUDIBLE] $41 MILLION.

IN SUMMARY, THE BENEFITS FOR THE PARISH AND THE STATE FOR THIS NEW FACILITY [INAUDIBLE] ORIGINAL INVESTMENTS THAT WE MADE, AND SPECIFICALLY THE [INAUDIBLE] AT THIS TIME, WE REQUEST YOUR APPROVAL FOR THE ITEM PROPERTY TAX PAYMENT ON PLANTS 3 AND 4. THANK YOU AGAIN.

>> THANK YOU SO MUCH. ANY QUESTIONS OR COMMENTS FROM THE BOARD CONCERNING THE PROJECT ITSELF BEFORE WE GET INTO THE MOTION, YOU NEED TO UNDERSTAND FIRST.

WE WOULD HAVE A MOTION FROM MR. MOSS TO APPROVE BOTH [INAUDIBLE] AND DRY GAS PROJECTS.

THIS WOULD BE 2015-0264B AND 2015-0264C.

MOTION TO APPROVE HAS BEEN MADE, SECOND FROM DR. WILSON.

ANY QUESTIONS OR COMMENTS FROM THE BOARD? THERE BEING NONE, ANY COMMENTS FROM THE PUBLIC? THERE BEING NONE, ALL IN FAVOR, SAY AYE.

>> AYE. [BACKGROUND]

>> ANY OPPOSITION? THERE BEING NONE, THE MOTION CARRIES.

THANK YOU FOR YOUR INVESTMENT IN LOUISIANA, AND THANK YOU FOR CONTINUING TO GROW JOBS, AND LET'S KEEP THE INDUSTRY POP TOGETHER.

>> THANK YOU, SIR. I APPRECIATE [OVERLAPPING]

>> THANK YOU FOR BEING HERE TODAY.

[NOISE] NEXT, WE HAVE SOMEONE HERE FROM SABINE PASS LIQUEFACTION.

GOOD MORNING.

I THINK YOU KNOW THE DRILL, BUT PLEASE STATE YOUR NAME AND YOUR POSITION ON THE COMPANY, PLEASE.

>> YES, SIR. GOOD MORNING.

MY NAME IS ANDREA CARTER-VIRTANEN.

I'M THE MANAGING TAX COUNSEL FOR CHENIERE ENERGY.

>> TELL US A LITTLE BIT ABOUT WHERE YOU'VE BEEN, WHERE YOU ARE NOW WITH THIS APPLICATION, AND WHERE YOU SEE THE PROJECT GOING AT THIS POINT FORWARD.

>> YES, SIR.

WE STARTED WITH Y'ALL BACK IN 2011 AS THE CONTRACT NUMBER, WHEN WE HAD THIS IDEA THAT OUR LNG IMPORT FACILITY WOULD NEED TO VERY QUICKLY CONVERT TO AN EXPORT FACILITY.

TO DATE, WE HAVE COMPLETED CONSTRUCTION OF SIX LNG TRAINS, AND MAKING SABINE PASS LIQUEFACTION NOT ONLY JUST LNG EXPORTER IN THE UNITED STATES.

WE HAVE EXPORTED OVER 1,500, AND THAT NUMBER IS AS OF MARCH, CARGOES FROM SABINE PASS SPECIFICALLY, DELIVERING TO 37 COUNTRIES ACROSS THE GLOBE.

I'M SORRY, I LOST MY TRAIN OF THOUGHT.

THE SIXTH TRAIN WAS PLACED IN SERVICE IN FEBRUARY OF THIS YEAR.

THE [INAUDIBLE] [NOISE] NOTES BEFORE YOU, I'M ANTICIPATING THAT WILL BE ON THE NEXT AGENDA, SO YES, YOU'LL GET TO HEAR FROM ME AGAIN AT THAT POINT.

WHAT'S BEFORE YOU TODAY ARE THE ASSETS THAT WERE PLACED IN THE SERVICE PRIOR TO COMPLETION OF THE SIXTH TRAIN THAT ARE IN SUPPORT OF THAT PROJECT AND THE THOUGHT OF EACH TRAIN'S A STANDALONE UNIT, THAT THERE'S A LOT OF INFRASTRUCTURE AND OTHER THINGS THAT WE BUILT COME INTO PLAY THAT HAS COME ABOUT, SO THAT IS THE APPLICATION BEFORE YOU.

WHAT REMAINS ON DECK FOR US IS THE COMPLETION OF THE THIRD EXPORT GROWTH, WHICH WE ANTICIPATE TO BE DONE IN THE FIRST HALF OF NEXT YEAR, 2023, AND THEN WE'LL CLOSE OUT CONTRACT 2011-0659.

JUST AMAZING, TO ME, TO THINK ABOUT IT'S A NUMBER THAT'S NEAR AND DEAR TO MY HEART.

THAT WILL WRAP UP THE ADVANCE THAT WE PUT BEFORE YOU IN 2011 TO COMPLETE CONSTRUCTION OF THE SIXTH TRAIN PROJECT AND EXPANSION OF THAT URBAN FACILITY.

>> I THINK I KNOW THE ANSWER,

[00:15:02]

OR AT LEAST THE BALLPARK, TOTAL NUMBER OF EMPLOYEES DURING THE PROJECT?

>> YES, SIR, WE HAVE 480 EMPLOYEES.

A LITTLE MORE THAN HALF, IF MY MEMORY SERVES ME CORRECTLY, ARE LOUISIANA RESIDENTS, SO OVER 200 LOUISIANA RESIDENTS; APPROXIMATELY 480 TOTAL EMPLOYEES.

WE'RE RIGHT AT MILE MARKER 1, SO IT'S OFTEN TEMPTING FOR THEM TO LIVE IN TEXAS AS WELL, BUT WE CERTAINLY WERE [INAUDIBLE] FOR US JUST BEING IN LOUISIANA.

>> I REMEMBER THE FIRST TIME I HEARD THE STORY OF THE DECISION TO SHIFT FROM BEING AN IMPORT FACILITY TO AN EXPORT FACILITY AND I THOUGHT TO MYSELF THAT I WOULD LOVE TO BE THE FLY ON THE WALL OF THAT BOARD MEETING. [LAUGHTER]

>> YOU AND ME BOTH.

[LAUGHTER] [OVERLAPPING] [INAUDIBLE] FINISHED SLOWLY, BUT FOR ALL INTENTS AND PURPOSES WAS NOT MEANINGFUL BECAUSE OF THE FRACKING REVOLUTION THAT HIT RIGHT IN TIME FOR THAT [INAUDIBLE] [OVERLAPPING]

>> [NOISE] 2018 WAS THE LAUNCH.

>> YES, IT IS.

>> IT'S OVERDUE. WELL, THANK YOU SO MUCH FOR THAT.

WELL DONE ON YOUR PROJECT.

DO WE HAVE ANY QUESTIONS ABOUT THE PROJECT BEFORE WE MOVE INTO THE APPLICATION ITSELF? HEARING NONE. DO WE HAVE A MOTION? A MOTION FROM MR. MOSS TO APPROVE.

SECOND? WE HAVE A SECOND FROM MR. BOLIN.

>> AYE. [BACKGROUND]

>> ANY OPPOSITION? THERE BEING NONE, THE MOTION CARRIES.

AGAIN, AS I'VE SAID SEVERAL TIMES ALREADY, THANK YOU FOR YOUR INVESTMENT IN LOUISIANA, AND ESPECIALLY GIVEN WHAT'S GOING ON IN THE WORLD TODAY, LNG IS GOING TO BE IMPORTANT FOR NOT ONLY THE STATE, BUR FOR THE WORLD.

>> YES, SIR. THANK YOU ALL FOR YOUR CONTINUED SUPPORT.

NONE OF THIS WOULD'VE BEEN POSSIBLE WITHOUT THIS PROGRAM AND WITHOUT THE SUPPORT OF LED AND THE CEO, SO THANK YOU.

>> THANK YOU VERY MUCH. NEXT.

>> WE HAVE ONE POST-EO 2017 IN THIS APPLICATION.

THAT'S 2017-0067K, WESTROCK CP, LLC IN JACKSON PARISH.

SECOND? SECOND FROM DR. WILSON.

ANY QUESTIONS OR COMMENTS FROM THE BOARD? HEARING NONE.

ANY COMMENTS FROM THE PUBLIC? [NOISE] HEARING NONE.

[NOISE]

>> THERE WERE TWO THAT WERE LATE, AND THEY DO LOSE A YEAR.

>> I'M SORRY?

>> THERE WERE TWO THAT WERE FILED LATE, SO THEY WOULD LOSE A YEAR FROM THEIR INITIAL CONTRACT.

>> OH, THANK YOU VERY MUCH.

I WOULD ASK LUCKY TO WITHDRAW THE MOTIONS BECAUSE WE HAVE ANNA [INAUDIBLE] REMINDED ME THAT WE NEEDED TWO SPECIAL HANDLINGS ON THESE.

>> I WAS JUST POINTING OUT THAT THEY AUTOMATICALLY LOSE A YEAR OFF OF THEIR INITIAL [OVERLAPPING]

>> ABSOLUTELY. WE DON'T NEED TO VOTE.

IT HAPPENS [INAUDIBLE] THANK YOU.

IT TAKES A VILLAGE TO RAISE THEM.

WE'LL MAKE SURE WE UNDERSTAND WHERE WE'RE AT.

WE HAVE A MOTION AND A SECOND TO APPROVE, BUT JUST NOTE THAT THE FIRST TWO ON THE LIST, 2020-0177, BIRLA CARBON AND 2019-0322, BOLLINGER HOUMA SHIPYARDS, BECAUSE OF THE LATE FILING OF THESE APPLICATIONS, WHICH IS MORE THAN 90 DAYS AFTER COMPLETION RULE, THEY WILL LOSE ONE YEAR OF THE [OVERLAPPING] INITIAL CONTRACT.

IF I'VE NOT MADE THAT CLEAR AS MUD, IF YOU HAVE ANY QUESTIONS, FEEL FREE TO ASK.

WE'LL ATTEMPT TO CLEAR IT UP.

SO WE HAVE A MOTION AND A SECOND.

ANY OTHER QUESTIONS OR COMMENTS FROM THE BOARD? I HEAR NONE.

ANY COMMENTS FROM THE PUBLIC? I HEAR NONE. ALL IN FAVOR OF THE MOTION, SAY AYE.

>> AYE. [BACKGROUND]

>> ANY OPPOSITION? THERE BEING NONE, THE MOTION CARRIES.

[NOISE] A MOTION FROM DR. WILSON.

SECOND? [NOISE] SECOND FROM MR. BOLIN.

>> ANY QUESTIONS THAT ARE COMING TO THE BOARD? THERE BEING NONE, ANY COMMENTS FROM PUBLIC? THERE BEING NONE, ALL IN FAVOR SAY AYE.

>> AYE.

>>ANY OPPOSITION? THERE BEING NONE, THE MOTION MAY CARRY.

>> THERE'RE TWO [INAUDIBLE] WHO MADE NEW APPLICATIONS, 2016/13/10 DEXCO POLYMERS IBERVILLE PARISH.

INITIAL CONTRACT EXPIRE 12/31/2020 AND THE LATE PREMIUM HOLDER SPROUT 4/26/2022 AND 2016/13/30, DEXCO POLYMERS IN IBERVILLE PARISH.

THE INITIAL CONTRACT EXPIRED 12/31/2020 AND THE LATE RENEWAL SPROUT 5/6/2022.

>> DO WE HAVE ANYONE HERE FROM DEXCO POLYMERS? PLEASE COME TO THE TABLE, PLEASE.

THANK YOU. JUST PULL THE MIC CLOSE TO YOUR MOUTH SO WE CAN HEAR YOU.

STATE YOUR NAME AND YOUR POSITION AND THE COMPANY CLAIMS

>> YES, CERTAINLY. NAME IS POLLY CHAUNG, AND I'M THE CONTROLLER OF THE COMPANY.

>> GREAT. THANK YOU FOR BEING HERE THIS MORNING.

AS IS OUR CUSTOM, ANYTIME WE HAVE A LATE APPLICATION FOR RENEWAL, WE MIGHT HEAR WHAT'S GOING ON IN THE COMPANY OR THE REASON FOR THE LATE FILING WAS.

SO, IF YOU COULD ENLIGHTEN US ON THAT, THAT WOULD BE GREAT AND HELPFUL.

>> YES, SURE. WE HAD A CHANGE OF OUR COMPANY'S CONSULTANT AND

[00:25:03]

HAD LOSE TRACK OF ALL CONTRACT REASON FOR UNDER THE IDA PROGRAM.

WE ALSO HAD OUR FORMER CONTROLLER WHO DIED DURING THE COVID PAYMENT.

HENCE, THERE WASN'T A SMOOTH TRANSITION DUE TO WORK FROM HOME AND ALL THE DIFFERENT EXECUTIVE.

>> OKAY, I UNDERSTAND.

SO, YOU UNDERSTAND THERE WAS A TWO-YEAR GAP BETWEEN, THE THINGS WERE FILED TWO YEARS LATE AND UNDER OUR CUSTOM AGAIN, THIS IS FOR THE BOARD'S EDIFICATION AS WELL.

THIS IS NOT SET BY RULE, BUT IT HAS BEEN A CUSTOM OF THE BOARD THAT FOR EVERY YEAR, LATE AND WHATEVER PORTION OF A YEAR LATE, THERE IS A ONE YEAR OF PENALTY.

THIS RENEWAL, WHAT WOULD IT BE? BACKUP? THE BOARD HAS A CHOICE, YOU CAN DENY THE RENEWAL ALTOGETHER, THAT IS YOUR OPTION.

YOU CAN APPROVE IT WITH NO PENALTY OR YOU CAN APPROVE IT WITH A PENALTY.

AGAIN, IF YOU DO WANT TO APPROVE IT WITH A PENALTY, THE CUSTOM AT THIS POINT FOR THE BOARD HAS BEEN ONE YEAR PENALTY FOR EACH LEGS YOU'RE FILING.

SO IN THIS CASE, IT WOULD BE ACTUALLY A YEAR OF PENALTY.

WITH THAT EXPLANATION, I WOULD ENTERTAIN ANY MOTION MOVING FORWARD.

WHO WANTS TO APPROVE THE RENEWAL, APPROVE THE RENEWAL WITH A PENALTY OR DENY THE RENEWAL?

>> I'LL MOVE THAT WE RENEW THE RENEWAL AND ASSESS THE STANDARD PENALTY.

>> A PENALTY OF TWO YEARS.

>> CORRECT.

>> THANK YOU, MR. HALLIDAY. I'M PUSHING MR. THOMAS AND MR. MILLER.

ANY QUESTIONS OR COMMENTS FROM THE BOARD? ANY COMMENTS FROM THE PUBLIC? ALL IN FAVOR OF THE MOTION, SAY AYE.

>> CORRECT. ALL RIGHT, ANY QUESTIONS? FIRST OF ALL, DO WE HAVE A MOTION ON THE RENEWAL? WE HAVE A MOTION FROM MR. NASSER.

DO WE HAVE A SECOND? WE HAVE A SECOND, MR. BALLOON. ANY QUESTIONS OR COMMENTS FROM THE BOARD CONCERNING THIS APPLICATION? THERE BEING NONE, OR BY ANY COMMENTS FROM THE PUBLIC? HEARING NONE. ALL IN FAVOR SAY AYE.

>> NEXT, WE HAVE ONE CONTRACT, 2016-1647 FOR BARRY CONSTRUCTION COMPANY LLC, [INAUDIBLE] CHARLES PARISH.

THEY ARE NON-COMPLIANT FOR THE 2018, 2019, [NOISE] AND 2020 REPORTING PERIODS.

THE EXHIBIT A FOR THE CONTRACT REQUIRES THAT COMPANIES CREATE AND MAINTAIN ONE JOB WITH 52,000 IN PAYROLL FOR EACH OF THE REPORTING PERIODS.

THE ACTUAL JOBS CREATED FOR 2018 WAS ONE JOB WITH $47,604 IN PAYROLL.

THE REASON FOR THE NON-COMPLIANCE IS DUE TO THE PAYROLL NOT BEING MET.

THE ACTUAL JOBS CREATED FOR 2019 WAS TWO JOBS WITH 72,000.

I'M SORRY.

>> OKAY.

>> THE ACTUAL JOBS CREATED IN 2019 WAS TWO JOBS WITH $72,476 IN PAYROLL.

THE COMPLIANCE WAS DUE FOUR 30 OF 2020 BUT NOT RECEIVED UNTIL JULY 28TH OF 2021.

THE ACTUAL JOBS CREATED FOR 2020 WAS ONE JOB WITH $56,416 IN PAYROLL.

THE REASON FOR THE NON-COMPLIANCE IS DUE TO THE LATE FILING.

THIS YEAR'S COMPLIANCE WAS DUE FOUR 30 OF 2021 AND RECEIVED JULY 28TH OF 2021.

ALL THREE LOCAL ENTITIES, THE PARISH, THE SCHOOL BOARD, AND THE SHERIFF CONFIRM THE COMPANY SUBMITTED A DEFAULT PAYMENT AND AN AMOUNT DEEMED EQUITABLE FOR THE RECOGNIZED DEFICIENCY, AND STRONGLY URGED THE MEMBERS OF THE LOUISIANA BOARD OF COMMERCE AND ENERGY TO TAKE NO ACTION AND NOT PENALIZE THE COMPANY.

>> THIS TAKES JUST A LITTLE BIT OF BACKGROUND, THAT THE TIME THAT THIS CONTRACT WAS ENTERED INTO, [INAUDIBLE], THAT THE CONTRACT [INAUDIBLE] ALLOWED FOR, BASICALLY, I'LL CALL IT LIQUIDATED DAMAGES.

IF YOU'RE NOT IN COMPLIANCE, WE HAVE TO DEFINE WHAT THE DEFAULT PAYMENT WAS WITH THE LOCAL GOVERNMENT.

ESSENTIALLY, WHAT THE LOCAL GOVERNMENT IS TELLING US IS THAT THEY HAD MET THAT DEFAULT PAYMENT, AND ARE THEREFORE ASKING NO ACTION DUE TO THE DEFAULT PAYMENT OBLIGATION BEING MET UNDER [INAUDIBLE].

ALTHOUGH THE ADOPTING THEIR OBLIGATIONS, THEY HAVE SATISFIED LOCAL GOVERNMENTAL OUTSIDE THIS BOARD'S ACTION.

THIS BOARD SHOULDN'T TAKE FURTHER ACTION IF IT CHOOSES TO, BUT WE THINK WE'RE BEING ASKED APPARENTLY BY THE LOCAL GOVERNMENT NOT TO TAKE ANY FURTHER ACTION.

WITH THAT, I WOULD ENTERTAIN A MOTION. HAVE A MOTION [INAUDIBLE]?

>> I MOVE TO APPROVE WITHOUT FURTHER ACTION.

>> MOTION TO APPROVE WITHOUT PENALTY?

>> YES, SIR.

>> WE HAVE MOTION AND A SECOND FROM MR. FABRO.

THE COMPLIANCE WAS DUE APRIL 30TH OF 2020, AND RECEIVED ON JULY 9TH OF 2021.

THE ACTUAL JOBS CREATED FOR 2020 WAS 13 JOBS WITH $941,580 ON PAYROLL.

THE REASON FOR THIS YEAR'S NON-COMPLIANCE IS DUE TO THE LATE FILING.

THAT YEAR'S COMPLIANCE WAS DUE APRIL 30TH OF 2021, AND NOT RECEIVED UNTIL JULY 9TH OF 2021.

[NOISE]

>> DO WE HAVE SOMEONE HERE FROM CORTECH? PLEASE COME FORWARD.

WHILE HE COMES FORWARD, I JUST WANT TO POINT OUT, I'M NOT SURE IF WE'RE ALL IN THE SAME PAGE.

THE CONTRACT REQUIRED FOUR JOBS AND A $200,000 IN PAYROLL, AND THEY ACTUALLY ADDED A LOAD EQUAL ONE YEAR AND 13 PEOPLE NEXT YEAR.

[NOISE] IT DOUBLED AND ALMOST TRIPLED THE EQUITY, CONTRACT REQUIREMENT.

>> CORRECT.

>> REALLY, THE ONLY THING THAT WE HAVE NOW BEFORE US IS LATE FILING?

>> CORRECT.

>> GOOD. THANK YOU. YES. WOULD YOU STATE YOUR NAME AND POSITION WITH THE COMPANY?

>> YES, SIR. [INAUDIBLE] CORTEZ, I'M THE CFO.

>> TELL US WHAT HAPPENED WITH THE LATE FILLING?

>> I'M A ONE-MAN BAND FOR ALL THE FINANCIALS AND TAX REPORTING AND I JUST FORGOT TO NOTE THAT THERE WAS A REQUIREMENT TO FILE THE PAPERWORK.

WHEN I WAS NOTIFIED, I IMMEDIATELY RECTIFIED THE SITUATION.

>> I'M MORE INTERESTED IN FINDING OUT HOW YOU TRIPLED AND QUADRUPLED YOUR [LAUGHTER] GOALS.

I'M INTERESTED IN THAT STORY.

WE HEAR THE NEGATIVES, I'D LIKE TO HEAR A POSITIVE.

>> WE HAVE A GROWING COMPANY, WE'RE A MANUFACTURER FOR THE OIL AND GAS INDUSTRY.

>> [INAUDIBLE].

>> VALVES. SO CHOKES, SMALL VALVES, CHECK VALVES, THINGS IN THAT NATURE.

THE MORE WORK WE GET, THE MORE PEOPLE WE CAN HIRE.

MY CUSTOMERS LIKE OUR PRODUCT.

>> FUNNY HOW THAT WORKS.

>> YEAH.

>> GREAT. CONGRATULATIONS ON YOUR GROWTH, BUT WE STILL HAVE A PENALTY TO CONSIDER.

>> YES, SIR.

>> WE HAVE LATE FILINGS.

WE'VE HEARD MR. CORTEZ WITH THE EXPLANATION.

WE ARE ENTERTAINING ANY MOTION.

>> [OVERLAPPING] WE APPROVE WITHOUT PENALTY BECAUSE OF THE INCREASE IN JOBS THAT THEY DID CREATE.

>> WE HAVE A MOTION TO APPROVE WITHOUT PENALTY.

>> SECOND.

>> SECOND FROM DR. WILSON.

ANY COMMENTS OR QUESTIONS FROM THE BOARD? ANY COMMENTS FROM THE PUBLIC? HEARING NONE, ALL IN FAVOR SAY AYE.

>> [OVERLAPPING] AYE.

>> ANY OPPOSITION? HEARING NONE, THE MOTION CARRIES.

THANK YOU FOR BEING HERE, AND AGAIN, CONGRATULATIONS ON YOUR GROWTH, WE HOPE IT CONTINUES.

>> THANK YOU. THERE'S ONE MORE [INAUDIBLE]. [LAUGHTER]

>> I LOVE CONSCIENTIOUS PEOPLE. YES, HAVE A SEAT.

MAKE YOURSELF COMFORTABLE. GO AHEAD.

>> NEXT, WE HAVE TWO OTHER CONTRACTS, 2018-0030, AND 2018-00308, FOR CORTECH LLC AND WEST BATON ROUGE PARISH, WITH NON-COMPLIANT REPORTING PERIODS FOR 2019 AND 2020.

THE EXHIBIT A FOR THESE CONTRACTS REQUIRES THE COMPANY CREATING AND MAINTAIN FOUR JOBS WITH 200,000 IN PAYROLL FOR EACH OF THE REPORTING PERIOD.

THE ACTUAL JOBS CREATED FOR 2019 WAS ONE JOB WITH $18,906 IN PAYROLL.

THE REASON FOR THE NON-COMPLIANCE IS DUE TO JOBS AND PAYROLL NOT BEING MET AND IT WAS ALSO FILED LATE.

THE COMPLIANCE WAS DUE APRIL 30TH OF 2020, AND NOT RECEIVED UNTIL JULY 9TH OF 2021.

THE ACTUAL JOBS CREATED FOR THE 2020 REPORTING PERIOD WAS TWO JOBS WITH $156,553 IN PAYROLL.

THE REASON FOR THE NON-COMPLIANCE IS DUE TO JOBS AND PAYROLL NOT BEING MET AND A LATE FILING.

THE COMPLIANCE WAS DUE APRIL 30TH OF 2021 FOR BOTH CONTRACTS, BUT NOT RECEIVED UNTIL JULY 9TH OF 2021.

THE PARISH SUBMITTED A RESOLUTION STATING AND SUMMARY WEST BATON ROUGE PARISH GOVERNMENT, THE FIRST ACTION THE COMPANY IS NON-COMPLIANCE IN ACCORDANCE WITH SECTION 6.0184, AND REQUEST THAT NO PUNITIVE DAMAGES BE ASSESSED AT THIS TIME.

THE SCHOOL BOARD AND THE SHERIFF DID NOT RESPOND TO THE NON-COMPLIANCE LETTER SENT.

>> BRAG AND BRAG AND BRAG ON.

[LAUGHTER] HELP ME UNDERSTAND HOW WE DID SO

[00:50:06]

WELL IN THE FIRST TWO CONTRACTS AND THEN MISS ON THE JOBS AND PAYROLL ON ACTUALLY, THIS CONTRACT AND WE'RE GOING TO LOOK AT SOME MORE TOO.

TELL ME WHAT HAPPENED THERE.

>> CORRECT. THE PREVIOUS CONTRACTS, THOSE JOBS WERE MAINTAINED, AND THEN THE BASELINE MOVED UP SO WE ENDED UP HIRING SO MANY PEOPLE IN 2017, AND IT MADE IT MORE DIFFICULT TO KEEP UP THAT PACE IN 2018, 2019.

IN ADDITION TO THAT, THOSE TWO YEARS WE HIRED 19 AND 15 PEOPLE RESPECTIVELY, BUT WE LOST ABOUT JUST AS MANY.

JUST THINK A LOT OF IT WAS YOU COULD ARGUE COVID, YOU COULD ARGUE OTHER REASONS.

I DON'T REALLY HAVE A GOOD EXCUSE.

WE ADVERTISED EVERYWHERE WE COULD TO HIRE PEOPLE AND WE JUST HAD A HARD TIME RETAINING NEW CLIENTS.

>> MAKE SURE I UNDERSTAND THIS.

THE PEOPLE YOU HIRED IN 27 CONTRACTS, BUT YOU GET AT LEAST THOSE POSITIONS FILLED, BUT YOU COULDN'T ADD ON TOP OF THOSE. [OVERLAPPING]

>> CORRECT. NOT FROM LACK OF DESIRE OR EFFORTS, JUST FROM LACK OF LOCATING PEOPLE.

THEN WE HAD A LATE FOLLOW UP.

>> YES, SIR.

>> ALL RIGHT FOLKS. THIS IS MORE INTERESTING.

>> YES, SIR.

>> EXCUSE ME. CAN WE CONSIDER LABELING ALL OF THE APPLICATIONS BECAUSE EXHIBIT A TOTAL ALL THE APPLICATIONS WITH 33 JOBS, BUT THEY ACTUALLY CREATED 73 JOBS FOR THE SAME REASON WE HAD FROM REQUIREMENT.

I WANT TO MAKE A MOTION THAT WE ALL APPROVE WITHOUT ANY PENALTIES TO ALL OF THOSE CORTECH'S APPLICATIONS.

>> WHEN YOU SAY ALL OF THEM, ARE YOU SAYING THROUGH 2018-0072?

>> YES, SIR.

>> WE HAVE A MOTION BEFORE THE BOARD TO APPROVE ALL THE CORTECH CONTRACTS.

WE'VE ALREADY APPROVED THE FIRST TWO, 2017-164.

YOU'RE BASICALLY SAYING THROUGH, 2018-0030, 2018-0030A TO 2018-0072, TWO CONTRACTS THERE, AND 2018-0072-A.

>> YES, SIR.

>> ALL OF THOSE IN GLOBAL OF WITHOUT PENALTY.

>> YES, SIR.

>> YOU HAVE TO HELP ME WITH YOUR LISTING ON THAT AS WELL, INSTEAD OF BEGINNING SO THEY GET SOME [OVERLAPPING].

>> EXHIBIT A, ALL THOSE APPLICATIONS COMBINED, THE JOB CREATED IS VERIFIED, BUT THEY ACTUALLY CREATED 73.

>> JUST TO MAKE A POINT OF CLARIFICATION, THE 2018-0072, THAT LOCATION IS IN TERREBONNE PARISH, AND EACH ONE OF THOSE CONTRACTS, 2017-0164, 2018-0030, AND 2018-0072, HAS THEIR OWN EXHIBIT A AGREEMENT, THEIR OWN JOB CREATION REQUIREMENT.

[NOISE] AS MR. CORTEZ HAD STATED THEY HAVE SOME BASELINE.

BECAUSE ALL OF THOSE PROJECTS HAVE DIFFERENT START DATES, THEY HAD A DIFFERENT BASELINE TO MEET.

ONCE THEY MEET THAT BASELINE THEY HAVE TO CREATE THE NEW JOBS STATED IN EXHIBIT A ON TOP OF THAT BASELINE.

>> ALSO, THE EXHIBIT A JOB CREATION AND RETENTIONAL PROGRESS ARE NOT CUMULATIVE, IT'S NOT FOR HIGHER USE AND CREATE FOR AND MAINTAINED FOR EVERY YEAR.

>> WE HAD TWO DIFFERENT LOCATIONS WHICH COMPLICATE YOUR MOTION JUST A LITTLE BIT.

IF THEY WERE ALL THE SAME LOCATION, I UNDERSTAND YOUR LOGIC, BUT WE HAVE TWO DIFFERENT LOCATIONS, TWO DIFFERENT SETS OF CONTRACTS.

FROM MY PERSPECTIVE, HANDLING IT GLOBALLY CAN GET A LITTLE COMPLICATED.

THERE MAYBE DIFFERENT STORIES HERE THAT WE NEED TO CONSIDER.

THERE'S NOT BEEN A SECOND TO YOUR MOTION, I WOULD ASK YOU TO CONSIDER WITHDRAWING YOUR MOTION.

THANK YOU, DR. WILSON. I APPRECIATE THAT.

WE'RE BACK TO CONSIDERING THE SECOND THREE SUPPORTING IN THE PUBLIC AGENDA OF THE APPLICATIONS IN WEST BATON ROUGE PARISH.

WELL, I'M TRYING TO UNDERSTAND.

IS THIS AN ALLOCATION? I MEAN, YOU HAD SO MANY PEOPLE AND THE FOSTER WAS AN ALLOCATION.

JUST SIMPLY WE COULDN'T KEEP THE POSITIONS THOUGH.

>> IT'S A TIMING THING IF WE HAD DELAYED SOME OF THE PEOPLE WE HIRE IN

[00:55:03]

DECEMBER FOR THE PREVIOUS APPLICATION AND THEN THEY'LL DO IT IN JANUARY, WE WOULD HAVE MET THE REQUIREMENT.

WE JUST COULDN'T KEEP THAT MOMENTUM GOING TO RETAIN ENOUGH PEOPLE FOR AN ADDITIONAL FOUR JOBS, SO WE WERE THREE JOBS SHORT, AND THEN TWO JOBS SHORT AND TWO JOBS SHORT, WHICH WE'VE SINCE RECTIFIED.

THAT'S NEITHER HERE NOR THERE.

>> I UNDERSTAND. NOW, I WOULD STILL CONSIDER IT A MOTION FOR THIS SECOND GROUPING OF CORTECH CONTRACTS IN WEST BATON ROUGE PARISH.

WE CAN APPROVE WITH PENALTY, WITHOUT PENALTY.

WE CAN APPROVE WITH PENALTY, SO THAT WE CAN CHOOSE YOU OR WE CAN TERMINATE IT OR WE CAN NON-PROGRESSION SIDE.

>> WE MOVE.

>> WE HAVE A MOTION TO APPROVE WITHOUT PENALTY.

WE HAVE A SECOND, A SECOND FROM MR. MCGUINESS.

MOTION IS TO APPROVE THESE APPLICATIONS WITHOUT PENALTY.

QUESTIONS OR COMMENTS FROM THE BOARD?

>> QUESTION.

>> MR. COLLINS.

>> WERE ALL OF THE FOLLOWINGS, EITHER OVER HERE OR A PORTION OF THE NEW [INAUDIBLE] [LAUGHTER]

>> THE 2019 YEAR, THAT ONE WAS DUE APRIL 30TH OF 2020.

THAT ONE WASN'T TURNED IN UNTIL JULY OF 2021.

THERE ARE REMAINING TWO FOR BOTH CONTRACTS, THE 2020 REPORTING PERIOD.

THAT ONE WAS DUE APRIL 30TH OF 2021, BUT NOT TURNED IN UNTIL JULY OF THE SAME YEAR.

BUT JUST THE FIRST YEAR SPAN, IT WAS OVER A YEAR LATE.

>> BUT THE OTHERS WERE LATE, THEY [OVERLAPPING]

>> THEY WERE LATE BUT ONLY A FEW MONTHS.

>> IT APPEARS THAT ONCE HE WAS NOTIFIED THAT IT WAS LIKE HE BROUGHT THEM ALL IN PARISH.

>> THAT'S CORRECT.

>> WE HAVE A MOTION, WE HAVE A SECOND TO APPROVE WITHOUT PENALTY.

ANY FURTHER COMMENT OR QUESTION? ANY FURTHER COMMENT FROM THE PUBLIC? HEARING NONE. ALL IN FAVOR OF THE MOTION SAY AYE.

>> [OVERLAPPING] AYE.

>> ANY OPPOSITION?

>> NO.

>> WE HAVE A NO GO FROM MR. MUELLER, OTHERWISE, THE MOTION CARRIES.

>> THANK YOU.

>> NOW, LET'S HEAR ABOUT THE LAST THREE.

>> NEXT, WE HAVE TWO CONTRACTS, 2018-0072 AND 2018-0072A FOR CORTECH LLC AND TERREBONNE PARISH, AND THEY ARE NON-COMPLIANT FOR THE 2019 AND 2020 REPORTING PERIODS.

EXHIBIT A FOR THE CONTRACT REQUIRES THE COMPANY TO CREATE AND MAINTAIN FIVE JOBS WITH 250,000 IN PAYROLL FOR EACH OF THE REPORTING PERIODS.

THE ACTUAL JOBS CREATED FOR 2019 WAS 30 JOBS WITH $821,555 IN PAYROLL.

THE REASON FOR THE NON-COMPLIANCE IS DUE TO THE LATE FILING ONLY.

THE COMPLIANCE WAS DUE APRIL 30TH OF 2020, BUT NOT RECEIVED UNTIL JULY 13TH OF 2021.

THE ACTUAL JOBS CREATED FOR THE 2020 REPORTING PERIOD WAS SEVEN JOBS WITH $670,558 IN PAYROLL.

THE REASON FOR THE NON-COMPLIANCE IS DUE TO THE LATE FILING ONLY.

THIS YEAR'S COMPLIANCE WHICH IS DUE APRIL 30TH OF 2021, BUT NOT RECEIVED UNTIL JULY 13TH OF 2021.

THE PARISH RECOMMENDS THE INADVERTENTLY LATE FILED ANNUAL CERTIFICATIONS OF COMPLIANT TO BE THE ACCEPTED WITHOUT ANY POSITION OF PENALTIES.

THE SCHOOL BOARD RECOMMENDS CORTECH'S CONTRACTS BEING HONORED BY STATE AGENCIES WITHOUT PENALTY, AND THE SHERIFF RECOMMENDS HONORING BOTH CONTRACTS.

[NOISE]

>> AGAIN, WE HAVE THOSE NUMBERS ON ONE CONTRACT, STATED NUMBERS ON THE OTHER TWO CONTRACTS.

ALL THE LOCAL AGENCIES RECOMMEND NOT PENALTY, SO I WOULD ENTERTAIN A MOTION.

>> MOTION TO APPROVE WITHOUT PENALTY.

>> MOTION TO APPROVE, MR. FABRO, WITH NO PENALTY. SECOND?

>> YES.

>> SECOND MR. BALLOON. ANY QUESTIONS OR COMMENTS FROM THE BOARD? HEARING NONE. ANY COMMENTS FROM PUBLIC? HEARING NONE, ALL IN FAVOR SAY AYE.

>> [OVERLAPPING] AYE.

>> THE MOTION CARRIES.

>>THANK YOU ALL VERY MUCH.

>> ABSOLUTELY. LET US KEEP UP THE GOOD WORK AND [INAUDIBLE]

>> I'M SO GLAD [INAUDIBLE] GREAT DAY.

>> NEXT, WE HAVE ONE CONTRACT, NUMBER 2018-0076 FOR [INAUDIBLE] PARISH, AND IS NON-COMPLIANT WITH 2019 AND 2020 REPORTING PERIODS.

THIS EXHIBIT A RAMP UP IN JOBS AND PAYROLL.

[01:00:04]

FOR THE 2019 YEAR, THE COMPANY WAS REQUIRED TO CREATE AND MAINTAIN 170 JOBS WITH $317,445 IN PAYROLL, AND THAT FOR THE 2020 YEAR, THEY WERE REQUIRED TO CREATE AND MAINTAIN 177 JOBS WITH $465,586 IN PAYROLL.

NEITHER OF THE REPORTING PERIODS WERE SUBMITTED BY THE DUE DATES.

THE PARISH, THE SHERIFF, AND THE CITY DID NOT RESPOND TO THE NON-COMPLIANCE LETTERS, AND THE SCHOOL BOARD RESPONDED AND STATED THEY APPROVE A RECOMMENDATION TO [INAUDIBLE] TO TAKE NO ACTION AGAINST [INAUDIBLE] AT THE BOARD OF COMMERCE AND INDUSTRY.

>> COULD WE ASK SOMEONE THERE FROM [INAUDIBLE] WHAT'S THE PROBLEM?

>> PLEASE STATE YOUR NAME AND YOUR POSITION IN THE COMPANY.

PULL THE MIC UP CLOSE TO YOU.

>> GOOD MORNING. MY NAME IS CHRIS WAYNE.

I'M THE PRESIDENT AND CFO OF [INAUDIBLE] MANUFACTURING CORP.

>> OKAY.

>> I'M BILL SHOCKY OF THE SHOCKY AND ASSOCIATES LAW FIRM HERE IN MEMBURG FROM LOUISIANA COUNCIL.

>> ALL RIGHT. TELL US WHAT'S HAPPENED TO YOUR-

>> I APOLOGIZE FOR THE NON-FILING.

SIMPLY IT'S ON US.

IN RESULTS OF REORGANIZATION THAT OCCURRED IN 2019, I WAS PROMOTED FROM CFO TO PRESIDENT AND THIS ITEM FELL THROUGH THE CRACKS.

>> IS THERE ANY REASON IT'S NOT BEEN FILED TO DATE?

>> I THINK THIS IS DUE TO A MISUNDERSTANDING.

WHEN WE WENT TO FILE THIS YEAR'S RETURN, WE WERE LED TO BELIEVE THERE WAS NO POINT IN GOING BACK AND FILING THE PREVIOUS RETURNS.

WE'D BE HAPPY TO PROVIDE THE INFORMATION.

>> TELL US WHAT THE ACTUAL NUMBERS IF YOU WERE TO FILE A REPORT, TELL US WHAT IT WOULD SAY.

>> UNFORTUNATELY, THIS ISN'T A VERY GOOD SITUATION FOR US.

WE CAME OFF AT 2018, WHICH WAS A VERY GOOD YEAR FOR US.

UNFORTUNATELY, IN 2019, DUE TO A NUMBER OF PROJECT CANCELLATIONS AND THINGS OF THAT NATURE, OUR REVENUE NUMBERS FELL FROM ABOUT $42 MILLION TO ABOUT 29.

AS A RESULT, WE REDUCED OUR HEAD COUNTS FROM WHERE THEY WERE DOWN TO 97 IN 2019 AND STARTED TO RECOVER AND STABILIZE IN 2020.

WE'VE INCREASED OUR HEAD COUNT TO 120.

WE'RE MAKING PROGRESS.

WE CURRENTLY HAVE 175 TOTAL EMPLOYEES, INCLUDING OUR PART-TIME EMPLOYEES, OUR CONTRACT EMPLOYEES, WHICH WE WILL ROLL OVER TO A PERMANENT STATUS FAIR.

IN 2022, WE ARE ON SCHEDULE TO DO ABOUT $40 MILLION AND EXPECT TO BE BACK IN THE GRACES OF THE COURT.

OUR TARGET FOR 2022 IS 185 EMPLOYEES AND WE EXPECT TO BE THERE AT THE END OF THIS YEAR.

>> WHAT IS IT YOU MAKE?

>> WE'RE A VALID MANUFACTURER FOR THE OIL AND GAS INDUSTRY.

OUR PRIMARY FOCUS IS IN THE GAS DISTRIBUTION ARENA.

>> CHAIRMAN.

>> YES.

>> WOULD IT BE APPROPRIATE IF WE DEFER THE DECISION ON THIS TO THE NEXT MEETING, GIVE THEM A CHANCE TO COMPETE THE APPLICATION SO THAT THE BOARD KNOWS WHAT WE'RE LOOKING AT?

>> NOT A BAD IDEA ACTUALLY.

THE THING THAT I'M A LITTLE BIT CONCERNED ABOUT IS THAT WE NEED THE INFORMATION.

LAB NEEDS THE INFORMATION FOR A NUMBER OF REASONS.

HOW THAT WILL IMPACT THIS BOARD'S DECISION AS FAR AS PENALTY IS CONCERNED, I DON'T KNOW HOW TO PUT IT.

BUT AS WE SIT HERE TODAY, YOU'RE NOT UNDER OATH, BUT WHEN YOU FILE YOUR REPORT, YOU WILL BE.

>> OKAY.

>> SO I WOULD LIKE FOR BOTH STAFF AND THE BOARD AT LEAST TO HAVE CERTIFIED INFORMATION IN FRONT OF US AS WE TRY TO DETERMINE WHAT THE RIGHT THING TO DO IS.

I THINK MR. BLUE'S RECOMMENDATIONS IS A GOOD ONE.

[01:05:03]

AGAIN, I WANT TO BE CLEAR ON I HAVE NO IDEA HOW IT WILL IMPACT THE PENALTY DECISION.

BUT I THINK THE BOARD NEEDS ACCURATE, GOOD INFORMATION IN ORDER TO MAKE THAT DECISION.

>> SURE.

>> WITH THAT, I WOULD TAKE MR. BLUE'S RECOMMENDATION AND MAKE IT A MOTION TO DEFER.

MR. MUELLER, DID YOU HAVE SOMETHING?

>> NO, I'LL WAIT FOR THE NEXT MEETING.

>> OKAY. WE HAVE A MOTION TO DEFER.

DO WE HAVE A SECOND? A SECOND FROM DR. THOMPSON.

ANY FURTHER COMMENTS OR QUESTIONS FROM THE BOARD? THERE ARE NONE.

ANY QUESTIONS OR COMMENTS FROM THE PUBLIC? WITH THAT ALL BETTER TO SAY AYE.

>> AYE.

>> ANY OPPOSITION? THERE BEING NONE THE MOTION CARRIES. THANK YOU VERY MUCH.

GET THAT TO US AS QUICKLY AS POSSIBLE.

NEXT MEETING IS NOT UNTIL AUGUST.

WE HAVE A LITTLE BIT OF TIME, BUT SOONER IS BETTER THAN LATER.

>> SURE.

>> THANK YOU VERY MUCH.

>> THANK YOU.

>> NEXT WE HAVE ONE CONTRACT NUMBER 20170273 FOR PHILLIPS 66 [INAUDIBLE].

THEY'RE NON-COMPLIANT FOR THE 2020 REPORTING PERIOD.

DAYS OF THE ENGAGEMENT REQUIRES TWO JOBS WITH 140,000 IN PAYROLLS WILL BE CREATED AND MAINTAINED.

THE ACTUAL JOBS AND PAYROLL CREATED WAS TWO JOBS WITH $187,606 IN PAYROLL.

THE COMPANY IS NON-COMPLIANT WITH A LATE FILING MOMENT.

THE COMPLIANT WAS DUE APRIL 30TH, 2021 AND RECEIVED ON SEPTEMBER 24TH OF 2021 AND NO RESPONSE WAS RECEIVED FROM ALL ENTITIES IN THAT FILE.

>> DO WE HAVE SOMEONE HERE FOR PHILLIPS 66? [NOISE] STATE YOUR NAME POSITION.

>> JESSE BRODERICK WITH SUMMING CREDITS AND I'M A REPRESENTATIVE FOR PHILLIPS 66.

CHRIS CISNEROS, THE PROPERTY TAX MANAGER FOR PHILLIPS 66, APOLOGIZES FOR NOT BEING ABLE TO BE HERE IN PERSON.

HE HAD SOMETHING UNEXPECTED COME UP AND ASKED US TO BE HERE TO ADDRESS THE LATE FILING THAT IS BEFORE YOU TODAY.

>> DID HE RELAY TO YOU WHAT THE REASON FOR THE LATE FILING IS?

>> YES, SIR. AT THIS TIME, THE COMPANY WAS HANDLING THIS [INAUDIBLE] IN THE HOUSE INTERNALLY AND IT WAS UNDER HIS RESPONSIBILITY AND IT'S A NEW PROCESS FOR THEM.

THIS IS THEIR FIRST FILING.

THE DEADLINE PASSED [INAUDIBLE].

THEY DO HAVE IT ON THE RECORDS OF THE CURRENT YEAR'S FILING IT HAS BEEN FILED PROPERLY AND ON TIME.

THIS WAS FROM LAST YEAR'S FILING AND HE APOLOGIZE FOR [INAUDIBLE].

TAKE CARE OF IT AS SOON AS HE REALIZED IT NEEDED TO BE FILES.

>> CAN CONFIRM THAT THE CURRENT YEAR FILING WAS TIMELY [INAUDIBLE]? I'M NOT QUESTIONING YOU JUST YET. [LAUGHTER].

>> I BELIEVE IT WAS. I DON'T HAVE IT AT HAND.

>> ALL RIGHT. WE HAVE A LATE FILLING SITUATION. WE HAVE A MOTION.

>> MOTION TO APPROVE WITHOUT PENALTY.

>> WE HAVE A MOTION FROM MR. BULLOCK TO APPROVE WITHOUT PENALTY.

ANY SECOND? SECOND FROM MR. MOSS.

ANY QUESTIONS OR COMMENTS FROM THE BOARD? HEARING NONE, ANY COMMENTS FROM THE PUBLIC? HEARING NONE, ALL IN FAVOR SAY AYE.

>> AYE.

>> ANY OPPOSITION? MOTION CARRIES.

GO ON MR. CLERK. NEXT.

>> NEXT WE HAVE ONE CONTRACT, NUMBER 20161807, FOR US TO BUILD A SCALE ON THE PORT ISLAND [INAUDIBLE] THAT IS NOT COMPLIANT FOR THE 2020 REPORTING PERIOD.

THE EXHIBIT A FOR THE CONTRACT REQUIRES FIVE JOBS AND $250,000 IN PAYROLL BEING CREATED AND MAINTAINED.

THE ACTUAL JOBS AND PAYROLL CREATED WAS TWO JOBS WITH $416,014 IN PAYROLL.

THE PARISH COUNCIL SUBMITTED A RESOLUTION STATING IN SUMMARY, WEST BATON PARISH GOVERNMENT, THE FIRST ACTION ON THE COMPANY'S NON COMPLIANCE IN ACCORDANCE WITH SECTION 6.01 BEFORE AND REQUESTS THAT NO PUNITIVE DAMAGES BE DISCUSSED AT THIS TIME.

THE SCHOOL BOARD AND THE SHERIFF DID NOT RESPOND TO THE NON-COMPLIANT LETTERS SENT.

>> I WANT TO BE SURE I'M CLEAR ON THAT.

IT SAYS PREFERABLY THE BOARD RECOMMENDING NO PENALTY?

>> YES, THAT'S HOW THEY STATED IT.

>> ALL RIGHT.

>> STATE YOUR NAME AND POSITION WITH THE COMPANY, PLEASE.

>> GOOD MORNING, I'M ANDREW PUHALA,

[01:10:02]

I'M THE CFO OF STABILIS SOLUTIONS.

>> GREAT. THANK YOU.

>> I'M ROBERT [INAUDIBLE] CREDITS.

WE WORK FOR STABILIS AND THIS IS A UNIQUE SITUATION BECAUSE THIS CONTRACT WAS INITIALLY ISSUED TO A COMPANY HR, NUBLU, WHO OPERATED THE FACILITY IN 2020 WHICH IS THE YEAR IN QUESTION, AND STABILIS ACQUIRED THIS FACILITY IN 2021.

ESSENTIALLY WHAT HAPPENED IS THE FACILITY WAS HIT BY COVID, THEY LOST THEIR MAJOR CUSTOMER, THEY HAD A STAFF OF FIVE EMPLOYEES AND THEY LOST SOME OF THOSE EMPLOYEES, THEY MAINTAINED MOST OF THE JOBS THROUGHOUT THE YEAR, SO THAT'S HOW WE GET THE PAYROLL NUMBERS FOR 2020, BUT AS OF DECEMBER 31ST OUR RECORD SHOW WE HAD THREE JOBS ON DECEMBER 31ST AND THEN THE FACILITY WAS SOLD TO STABILIS IN 2021.

STABILIS IS COMMITTED TO MAINTAINING THAT FIVE JOB IN $250,000 PAYROLL REQUIREMENT TO THIS DAY, THEY HAVE MET THAT REQUIREMENT IN 2021, AND THOSE REPORTS HAVE ALREADY BEEN FILED.

WE WOULD APPRECIATE IF THE BOARD WOULD BE UNDERSTANDING OF THE CIRCUMSTANCES THAT NUBLU FACED, AND THE COMMITMENT THAT STABILIS MADE TO CONTINUE THAT OBLIGATION AND MEET THOSE REQUIREMENTS.

>> I THINK I UNDERSTOOD WHAT YOU JUST SAID.

I'M SUPPOSED TO HAVE SOMEONE WALK THROUGH THOSE A LITTLE BIT, I'M SURE.

ORIGINALLY THE FORMER COMPANY, NUBLU ENERGY, HAD THE FIVE JOBS.

THEY OBVIOUSLY EXCEEDED THE PAYROLL REQUIREMENT, BUT LOST THOSE POSITIONS SOMETIME, I'D SAY I COULD CALL IT FOURTH QUARTER 2020?

>> THAT'S CORRECT.

>> NOW, YOU SAID THEY ALSO LOST THEIR CUSTOMERS, AND IN ADDITION TO LOSING THE PEOPLE OR WHAT HAPPENED, WHAT IS THE INFLUENCE OF EVENTS HERE?

>> MY UNDERSTANDING IS DUE TO COVID, THEY LOST ONE OF THEIR MAJOR CUSTOMERS.

>> DUE TO COVID?

>> DUE TO COVID. I DON'T KNOW IF THEIR CUSTOMER WAS SHUT DOWN, SO THEY PROVIDE LNG TO DIFFERENT FACILITIES THAT DON'T NECESSARILY HAVE GAS PIPELINES.

IT COULD BE A REMOTE FACILITY SOMEWHERE THAT REQUIRES THIS GAS OPERATING MORE ON, AND DUE TO COVID, THAT CUSTOMER SHUT DOWN THEIR PRODUCTION OR INTAKE.

THEN WITH THAT THEY ONLY HAVE A STAFF OF FIVE EMPLOYEES.

THEY TRIED TO MAINTAIN THE FACILITY, REALIZED THAT IT WASN'T GOING TO HAPPEN, SO THEN THEY STARTED LOOKING FOR A COMPANY TO PURCHASE THE FACILITY.

>> DID THEY LAY OFF THE EMPLOYEES, DID THE FIVE EMPLOYEES QUIT?

>> I DON'T HAVE THE ANSWER TO THAT QUESTION, I CAN TELL YOU SOME OF THE EMPLOYEES WERE REHIRED BY STABILIS AND MAINTAINED.

I KNOW SOME OF THOSE JOBS WERE MAINTAINED, AND THEN SOME OF THEM LEFT I'M SURE ON THEIR OWN.

>> IN 2020 BUSINESS GOES BAD, JOBS ARE LOST, THEY SELL THE COMPANY TO STABILIS, STABILIS TAKES IT, AND HAS NOW BROUGHT SOME OR ALL OF THOSE EMPLOYEES BACK, BUT IN 2021 AND I PRESUME IN 2022 YOUR PAYROLL NUMBERS AND YOUR JOB NUMBERS ARE MEETING CONTRACT?

>> YES. WE CURRENTLY EXCEED THE REQUIREMENTS OF THE CONTRACT.

>> YOU MET THE PAYROLL REQUIREMENT FOR 2021 AS WELL. IS THAT CORRECT?

>> YES.

>> NOW I KNOW NOW AS MUCH AS I DO. WE HAVE A MOTION?

>> IF WE MOVE THAT WITHOUT PENALTIES.

>>WE HAVE A MOTION FROM DR. WILSONS TO APPROVE WITHOUT PENALTY.

[NOISE] DO WE HAVE SECONDS?

>> SECOND.

>> MS. MAQUAIN? ANY COMMENTS OR QUESTIONS FROM THE BOARD? ANY MOTION TO APPROVE WITHOUT PENALTY? [NOISE] ANY COMMENTS FROM THE PUBLIC? THERE ARE NO COMMENTS FROM THE BOARD OR FROM THE PUBLIC, ALL IN FAVOR SAY AYE.

>> AYE.

>> ANY IN THE OPPOSITION? THERE BEING NONE, THE MOTION CARRIES.

>> THANK YOU.

>> THANK YOU.

>> THANK YOU FOR YOUR CALL.

>> [INAUDIBLE]

>> NEXT.

>> NEXT WE MOVE ON TO THE CONTRACTS THAT ARE NON-COMPLIANT, AND THAT FALL UNDER 2018 ITEP RULES.

THE FIRST ONE IN CONTRACTS 2019003-ITE FOR C&C MARINE REPAIR LLC, IN PLAQUEMINES PARISH, THE COMPANY IS REQUESTING TO DEFER TO THE AUGUST AGENDA.

>> HAVE A MOTION TO APPROVE DEFERRAL OF THIS,

[01:15:06]

WHICH CONTRACT IS IT? I'M SORRY.

>> THE FIRST ONE IS 2019003-ITE.

>> 2019003-ITE REPAIR TO DEFER? A MOTION FROM MR. NASSER?

>> SECOND.

>> MR. MCLNNIS, ANY COMMENTS OR QUESTIONS FROM THE BOARD? ANY COMMENTS FROM THE PUBLIC? HEARING NONE, ALL IN FAVOR OF THE MOTION TO DEFER SAY AYE.

>> AYE.

>> ANY OPPOSITION? THERE BEING NONE THE MOTION CARRIES.

NOW LET'S WALK THROUGH THE REST.

>> NEXT WE HAVE ONE CONTRACT, 20170559 FOR COMMUNITY COFFEE COMPANY, LLC IN WESTPAC [INAUDIBLE], THAT HAS NOT COMPLIED FOR THE 2019 AND 2020 REPORTING PERIODS.

THE EXHIBIT 8 FOR THE CONTRACT REQUIRES THE COMPANY CREATE AND MAINTAIN TWO JOBS WITH 64,000 IN PAYROLL, THE ACTUAL JOBS CREATED FROM BOTH 2019 AND 2020 WERE ZERO JOBS AT ZERO PAYROLL.

THE COMPANY IS NON-COMPLIANT DUE TO THE JOBS AND PAYROLL NOT BEING MET.

THE PARISH COUNCIL SUBMITTED A RESOLUTION STATING IN SUMMARY, [INAUDIBLE] PARISH, GOVERNMENT DEFERS ACTION ON THE COMPANY'S NON-COMPLIANCE IN ACCORDANCE WITH SECTION 6.01B4, AND REQUESTS THAT NO PUNITIVE DAMAGES BE ASSESSED AT THIS TIME, AND NO RESPONSE WAS RECEIVED FROM THE SCHOOL BOARD AND THE SHERIFF.

>> DO WE HAVE SOMEONE HERE FROM COMMUNITY COFFEE? PULL THE MIC UP TO YOU NOW, PLEASE.

STATE YOUR NAME, AND POSITION, KINDLY, PLEASE.

>> GOOD MORNING. MY NAME IS ANNA JOHNSON, I'M ACTUALLY THE EXECUTIVE DIRECTOR FOR [INAUDIBLE] COMMERCE, THE CFO WAS TIED UP THIS MORNING SO SHE ASKED ME TO ASSIST COMMUNITY COFFEE SINCE I WAS IN ON THE INITIAL DISCUSSIONS.

>> MY NAME IS [INAUDIBLE], I'M THE COST ACCOUNTING [INAUDIBLE] HERE TODAY.

>> OBVIOUSLY THE CONTRACT CALLED FOR TWO JOBS WITH A PAYROLL OF 64,000 AND NEITHER ONE OF THOSE WERE MET.

DO WE KNOW WHAT HAPPENED?

>> AFTER MEETING WITH THEM THEY HAD A MYRIAD OF ISSUES THAT ALL CENTERED AROUND COVID, I DO WANT TO NOTE THAT AFTER WE MET WITH COMMUNITY COFFEE THEY WERE PROACTIVE IN REACHING OUT TO THE TAX ASSESSORS OFFICE AND LETTING THEM KNOW THAT THEY WERE NOT IN COMPLIANCE WITH THEIR [INAUDIBLE] CONTRACT.

ESSENTIALLY THEY REMOVE THE EXEMPTION FROM THE TAX RETURNS THAT THEY FILED, I BELIEVE THIS IS IN 2021.

>> ARE YOU SAYING THAT THE PROPERTY WAS TAKEN AND PUT BACK ON THE TAX ROLLS?

>> YES.

>> DOES THAT CREATE A PROBLEM FOR US GUYS IF THE PROPERTY HAS BEEN PUT BACK ON THE TAX ROLLS?

>> YES, AND THEY WOULDN'T BE ELIGIBLE FOR THE PROGRAM.

WE WEREN'T AWARE THAT IT WAS PLACED BACK ON THE ROLLS.

>> JUST TO SAY, THAT PROBABLY WAS NOT A GOOD SOLUTION TO THE PROBLEM.

BY PUTTING THE PROPERTY BACK ON THE TAX ROLLS, YOU MAY HAVE FORFEITED, [INAUDIBLE] CONTRACT.

MS. BOURGEOIS, IF I'M GIVING BAD COUNCIL HERE, PLEASE CORRECT ME.

>> THERE'S ONE COUNSEL FOR THE BOARD.

I THINK EFFECTIVELY WHAT IT DOES IS THEY JUST DIDN'T FORMALLY CANCEL THE EXEMPTION CONTRACT, BUT THAT'S THE EFFECT.

>> THE EFFECT. [INAUDIBLE] I WAS ASKED TO BE HERE THIS MORNING, [LAUGHTER] I THINK THIS WAS NOT MY PROBLEM.

BUT WHAT YOU MIGHT WANT TO TAKE BACK TO THE FOLKS AT THE OFFICE IS THAT, AND THIS IS FOR EVERYBODY.

WHEN THESE KIND OF THINGS HAPPEN, IT'S BEST TO WORK THROUGH LED.

INSTEAD OF WORKING INDEPENDENTLY WITH THE TAX ASSESSOR AND WORKING INDEPENDENTLY WITH THE TAXING EMBODIES, WORK THROUGH LED.

BECAUSE OUR GOAL HERE IS WE WANT TO DO THE RIGHT THING.

IF THERE'S A REASON THAT THE GOALS AREN'T BEING MET, I THINK YOU'RE SEEING AS A BOARD, AT LEAST, WE TRY TO BE UNDERSTANDING OF THOSE SITUATIONS.

HOWEVER COMMON, IF THERE'S NOT A REASON TO WORK WITH YOU WE WON'T, BUT BY GOING TO THIS ACCESSOR AND PUTTING THE PROPERTY BACK ON THE TAX ROLLS,

[01:20:02]

BASICALLY YOU'RE TAKING IT OUT OF THESE HANDS AND OUT OF THIS BOARD HANDS, AND LOST THE ESSENTIAL.

I'M AFRAID, MS. BOURGEOIS MAYBE CORRECTING ME.

I GUESS MY ADVICE TO YOU ALL AS WELL AS ANYBODY WHO MIGHT BE LISTENING, IF THEY FIND THEMSELVES SIMILARLY SITUATED, IF YOU FIND YOURSELF IN NONCOMPLIANCE, DON'T SIT IN THE WATERS.

DON'T SIT IN THE DUST EITHER.

BUT AT LEAST COME TO LED AND LET US TRY TO WORK THROUGH THIS TOGETHER.

>> JUST A COUPLE OF THINGS. ONE, THERE IS ALSO THE OPTION THAT YOU CAN GO AND TALK TO THE LOCAL TAXING BODIES AND WORK OUT THAT DEFAULT PAYMENT WITHOUT PAYING THE TAXES AND CANCELING YOUR CONTRACT TOGETHER.

>> THAT IS ANOTHER OPTION.

>> CORRECT. KEEP THAT IN MIND.

ALSO, IF WE WANT TO CLEAN THIS UP SO TO SPEAK, THE BOARD MIGHT CONSIDER GOING AHEAD AND CANCELING THE CONTRACTS SO THAT IT'S NOT OUT THERE.

>> THIS IS THE DIFFICULTY I HAVE.

I UNDERSTAND WHERE YOU ARE, WE HAVE THE FOLKS AT THE COMPANY WHO ARE PRIMARILY RESPONSIBLE FOR THESE CONTRACTS ON HERE TODAY.

I'M HESITANT TO CANCEL THE CONTRACT WITHOUT A LITTLE BIT MORE FORMALITY WRAPPED AROUND IT.

[FOREIGN]

[01:33:36]

>> FROM MY PERSPECTIVE, MY LAST QUESTION,

[01:33:39]

I'M SEEING THE NUMBERS OF THESE LOCAL ENTITIES.

IS THERE ANY REASON THAT THE SCHOOL BOARD OR THE PARISH DID NOT GIVE YOU RESOLUTIONS?

>> OTHER THAN TIME, SIR, IT WAS THEY GOT THEIR LETTERS FROM LED.

IT'S SOMETIMES INSTITUTE FOR THE FIRST TIME THEY'RE SEEING THESE THINGS.

WE DID OUR PUBLIC REACH OUT TO THEM SAYING, "HEY, YOU'RE GOING TO GET THOSE LETTERS." I BELIEVE IN MANY CASES IT WAS EITHER JUST TIMING.

I THINK AS YOU CAN SEE IN THE PARISH SCHOOLS, PARISH PRESIDENT DOESN'T THINK THERE'S GOING TO BE A PROBLEM.

THEY WILL GO THROUGH THAT PROCESS IN JULY.

AS THE SHERIFF SAID, HE WAS JUST REFERRING TO YOU ALL AND FROM THE PARISH COUNCIL WORKING WITH THE PARISH COUNCIL PRESIDENT.

HE FELT JUST A STRONG LETTER WOULD BE SATISFACTORY.

[NOISE]

>> TO BE CLEAR THEN, [NOISE] SITUATION WHERE THE RESOLUTION WAS ACTED ON AND VOTED DOWN?

>> THAT IS CORRECT, SIR. THAT'S CORRECT.

>> THAT'S ALL THE QUESTIONS I HAVE FOR [INAUDIBLE]

>> YOU STATED THAT THE TIMELY COLLEAGUE MICHELLE, FILLED OUT THE OLD FORMS?

>> YES, SIR.

>> [INAUDIBLE] CONFIRM THAT THE FORMS WAS FILLED OUT AND SENT [INAUDIBLE]

[01:35:05]

>> I THINK WHAT I WANT TO KNOW IS IF THEY ATTEMPTED TO DO IT, DO WE HAVE ANY PROOF OF THAT BEING [INAUDIBLE] I DON'T RECALL WHAT IS MY GOAL PERFORMS. WE'VE ALWAYS HAD THE SAME WAY TO SUBMIT COMPLIANCE, [NOISE] WHICH IS DOWNLOADABLE DOCUMENTS THAT HAVE BEEN UPLOADED INTO THE FAST LANE NEXT-GEN SYSTEM.

WE GO BY THE UPLOAD DATE AND FAST LANE OR IF THE COMPANY CHOOSES TO EMAIL KRISTIN OR RYAN TELLING IF THEY UPLOADED IT WILL GO LIKE THAT.

>> OKAY. I JUST NEEDED CLARIFICATION [INAUDIBLE]

>> WITH THE BUSINESS CONSULTANT.

>> OKAY.

>> WHAT WAS MEANT BY THE OLD FORUM WAS THE ANNUAL REPORT THAT'S STILL DUE ON MAY 1ST.

>> THAT'S A SEPARATE DOCUMENT FROM THESE COMPLIANCE DOCUMENTS.

THANK YOU. SOMEBODY ELSE [INAUDIBLE] MR. BURSEY.

>> MR. EURO, I'M NOT SURE THE TIME FRAME HERE, BUT JUST A QUICK QUESTION.

WERE YOU ALSO AT YOUR OPERATIONS AND DIRECTED BY A MARITIME ACCIDENT, THE TRANSPORTATION LANES IF THEY HAVE HEEDED UNIVERSITY OR A FACILITY FOR MORE?

>> YES, THANK YOU FOR REMINDING ME OF THAT NIGHTMARE.

OUR FACILITY ON MAY 8TH WAS IMPACTED WITH A RUNAWAY SHIP.

A VERY LARGE VESSEL THAT WAS UPRIVER COLLIDED WITH ANOTHER VESSEL THAT BROKE FREE THAT ALSO CONTACTED OUR DOCK.

IT WAS ON OUR SHIP, NOT OUR RESPONSIBILITY.

WE HAD NOTHING TO DO WITH IT, AND THAT ALSO HAD SIGNIFICANT IMPACTS ON OUR DOCUMENT CAPABILITY TO GO AHEAD AND OPERATE.

WE ARE TWO YEARS.

WE ARE JUST FINISHING THE REPAIR WORK ON THAT NOW AT A COST THAT WELL EXCEEDS $20 MILLION.

>> THAT WAS MAY 8TH OF 2020?

>> YES, SIR.

>> ARE THERE ANY OTHER QUESTIONS ONBOARD? ALL RIGHT.

WE HAVE SAME OPTIONS.

WE DO HAVE LETTERS FROM MEMBERS OF THE PARISH COUNCIL AS WELL AS THE BOARD PRESIDENT FROM THE SCHOOL BOARD ASKING YOU THAT NO PENALTY SHOULD BE ELECTED SO I'LL ENTERTAIN A MOTION.

THE MOTION FOR MR. BALLOON TO APPROVE WITHOUT PENALTY.

WE HAVE A SECOND FROM MR. MCGUINNESS.

ANY FURTHER QUESTIONS OR COMMENTS FROM THE BOARD? HEARING NONE, ANY COMMENTS FROM THE PUBLIC? HEARING NONE. ALL IN FAVOR SAY AYE.

>> [OVERLAPPING] AYE.

>> ANY OPPOSITION? THERE BEING NONE, THE MOTION CARRIES.

>> [OVERLAPPING] THANK YOU FOR YOUR SERVICE TO THIS DAY.

I BELIEVE THESE COMPANIES THAT KEEP RUNNING THE PLUGIN THAT HELP US OUT.

>> WE'RE EXCITED ABOUT OUR STATE, WE'RE EXCITED ABOUT OUR EMPLOYMENT, GROWING WITH THE STATE, AND WITH THE WHOLE REASSURING LOT OF MANUFACTURING FROM [INAUDIBLE] WITH ENERGY, THERE'S TREMENDOUS OPPORTUNITIES FOR US HERE.

>> GREAT. THANK YOU VERY MUCH.

>> THEN THE APPROXIMATE PAYROLL IS $5 MILLION.

>> [BACKGROUND] 50 MILLION.

>> THE APPROXIMATE PAYROLL IS $53 MILLION.

[LAUGHTER]

>> [BACKGROUND] IT SOMETIMES TAKES A VILLAGE.

[LAUGHTER]

>> THANK YOU VERY MUCH. WE APPRECIATE YOUR TIME.

ALL RIGHT. NEXT.

>> NEXT WE HAVE ONE CONTRACT NUMBER 20190086 FOR FISHER MANUFACTURING SERVICES AND TANGENT BELOW PARISH.

THEY ARE NON-COMPLIANT FOR THE 2020 REPORTING PERIOD.

THE EXHIBITING REQUIRE THE COMPANY CREATE AND MAINTAIN ONE JOB FOR 20,000 AND PAYROLL.

THE ACTUAL JOB CREATED WAS ONE JOB WITH $38,206 IN PAYROLL.

THE JOB ON THE PAYROLL WAS MET, HOWEVER THE COMPANY IS NON-COMPLIANT DUE TO THE LATE FILING.

THE COMPLIANCE WAS DUE APRIL 30TH 2021, BUT NOT RECEIVED UNTIL JULY 30TH OF 2021.

THE PARISH COUNCIL SUBMITTED A RESOLUTION RECOMMENDING NOT TO LEVY ANY PENALTIES ON EFFICIENT MANUFACTURING.

THE SCHOOL BOARD INITIALLY DENIED THE EXEMPTION INITIALLY, SO THEY WERE NOT PART OF THE NON-COMPLIANCE RECOMMENDATION.

NO RESPONSE WAS RECEIVED FROM THE SHERIFF.

>> OKAY. TO BE CLEAR, AGAIN, FOR THOSE OF YOU WHO ARE SEEING SOME OF THESE THINGS FOR THE FIRST TIME.

SOMETHING THAT WE'RE STILL A LITTLE TWIST ON THIS ONE IS WE HAVE A NOTE IN FROM THE SCHOOL BOARD.

[01:40:01]

WHAT THAT MEANS IS WHEN THE ORIGINAL CONTRACT [NOISE] WENT TO THE SCHOOL BOARD TO APPROVE THE TAX EXEMPTION.

SCHOOL BOARD DENIED EXEMPTION.

THEY BASICALLY HAD THEIR TAXES IF CONTINUED EVEN TODAY.

THEY DON'T HAVE A DOLLAR IN HIS BODY.

ESSENTIALLY, WE HAVE THE POLICE JURY HAS ASKED ME TO TAKE NO FURTHER ACTION WAS SHERIFF HAS NOT RESPONDED [INAUDIBLE] WE HAVE SOMEONE HERE FROM FISHERMAN VETERAN SERVICES.

>> PLEASE STATE YOUR NAME AND THE NAME OF YOUR COMPANY.

>> MY NAME IS NICHOLAS FISHER AND I'M THE PRESIDENT OF THE FISHER MANUFACTURING [INAUDIBLE].

WE'RE A SMALL COMPANY AND MORE THAN LIKELY, WE FORGOT TO FILE.

[LAUGHTER] THAT'S AS SIMPLE AS IT GETS.

>> WHAT DO YOU MANUFACTURE?

>> WE'RE A MANUFACTURER OF A [INAUDIBLE] FOR BASICALLY THE BIG MACHINE JOB.

WE BUY PARTS, WE GET WASHING MACHINE MANUFACTURE, [INAUDIBLE] MANUFACTURING, GEARBOX MANUFACTURERS, [INAUDIBLE] FACILITIES.

WE HAVE COMPANIES AROUND THE COUNTRY.

WE DO THE MACHINE WORK FOR THEM.

WE'RE CONSTANTLY BUYING NEW EQUIPMENT, UPGRADING EQUIPMENT, TRYING TO HIRE PEOPLE.

WE'VE HIRED I THINK THREE PEOPLE SINCE THIS APPLICATION.

BASICALLY, THE PEOPLE THAT WE ARE HIRING [INAUDIBLE] WE'RE EDUCATING THEM.

WE'RE HAVING TO TRAIN THEM BECAUSE WE CAN'T FIND QUALIFIED PEOPLE.

>> THAT WE UNDERSTAND.

NOW THAT YOU REALIZED [INAUDIBLE] NOT A GOOD THING, WHAT HAVE YOU DONE TO MAKE SURE THAT DOESN'T HAPPEN NEXT YEAR?

>> WELL, WE'VE TRIED TO COME UP WITH AN ASSESSMENT BECAUSE WE'RE A SMALL COMPANY WITH MY WIFE AND I AND MY DAUGHTER WHO RUNS THE OFFICE.

WE'RE WORKING WITH LED, SO THAT WE HAVE [INAUDIBLE].

NOBODY CALLED AND TELL US WHAT WE HAD TO DO [INAUDIBLE].

WE'RE TRYING TO GET SOME KIND OF COMPUTER PROGRAM OR SOME KIND OF DATATYPE MATERIAL SO THAT WE KNOW WHEN TO FILE, WHEN TO RENEW.

BECAUSE RENEWAL OF I THINK LED SENSORS [INAUDIBLE].

[INAUDIBLE] WITH THIS PARTICULAR MACHINE WHERE WE BOUGHT IT, IN A LOT OF CASES, THE MANUFACTURERS, THEY HAVE A PIECE OF EQUIPMENT AND IT'S AVAILABLE AT THAT TIME.

WE CAN PULL THE TRIGGER.

WE ARE GROWING AT A RAPID PACE IN THE PROCESS OF [INAUDIBLE] NEW BUILDINGS AND [INAUDIBLE] SITUATION AS IT IS.

>> IT'S A GREAT PROBLEM TO HAVE.

BUT NEVERTHELESS, [OVERLAPPING] MY SUGGESTION FOR WHATEVER IT'S WORTH THAT OUR SYSTEM IS SOMETHING WITHIN THE COMPUTER WOULD BE VERY HELPFUL.

>> THAT'S ALL RIGHT THEN.

>> GOOD. WE HAVE A LATE FILING THAT DID MEET JOBS AND PAYROLL REQUIREMENTS AND THE RECOMMENDATION TO TAKE FURTHER ACTION? YES, MA'AM. [INAUDIBLE]. WE HAVE A MOTION FOR MR. [INAUDIBLE] TO APPROVE WITHOUT PENALTY. A SECOND.

MR. [INAUDIBLE].

ANY QUESTIONS OR COMMENTS FROM THE BOARD, ANY COMMENTS FROM PUBLIC? ALL IN FAVOR SAY, AYE.

>> AYE.

>> ANY OPPOSITION? SEEING NONE, THE MOTION CARRIERS.

>> GOOD LUCK TO YOU.

>> THANK YOU.

>> NEXT, WE HAVE TWO CONTRACTS, NUMBER 20170492 AND NUMBER 20170492A FOR LOUISIANA SUGAR CANE COOPERATIVE IN [INAUDIBLE] AND THEY ARE BOTH NON-COMPLIANT FOR THE 2019 AND 2020 REPORTING PERIODS.

NOW, THESE CONTRACTS DO NOT SHARE AN EXHIBIT A.

THEY EACH HAVE INDIVIDUAL EXHIBIT A'S WITH INDIVIDUAL JOB REQUIREMENTS.

THE EXHIBIT A FOR CONTRACT 20170492 REQUIRES THE COMPANY CREATION IN 19-20 JOBS WITH 1.65 MILLION IN PAYROLL FOR THIS 2019 AND 2020 RECORDING PERIODS.

THE ABSOLUTE JOBS CREATED FOR 2019 WAS 20 JOBS WITH 1,333,4393 IN PAYROLL.

THE REASON FOR THE NONCOMPLIANCE IS DUE TO THE PAYROLL [INAUDIBLE] AND DELAYED FILING.

THE COMPLIANCE WAS DUE APRIL 30TH, 2020, BUT NOT RECEIVED UNTIL JULY 28TH OF 2021.

THE ACTUAL JOBS CREATED FOR THE 2020 REPORTING PERIOD WAS 19 JOBS WITH 100,00,2029 JOBS AND 799 IN PAYROLL.

THE REASON FOR THE NONCOMPLIANCE IS DUE TO THE PAYROLL NOT BEING MET, AND THE LATE FILING.

[01:45:02]

THIS YEAR'S COMPLIANCE WAS DUE APRIL 30TH OF 2021, BUT NOT RECEIVED UNTIL JULY 28TH OF 2021.

THE EXHIBIT A FOR CONTRACT 20170492A REQUIRES A COMPANY CREATING AND MAINTAINING SIX JOBS, FOR $222,850 IN PAYROLL.

THE ACTUAL JOBS CREATED WAS ZERO WITH ZERO PAYROLL.

THE FILING WAS ALSO LATE.

IT WAS DUE APRIL 30TH OF 2021 BUT NOT RECEIVE UNTIL FEBRUARY 8TH OF 2022.

THE PARISH SUBMITTED RECOMMENDATION STATING THAT THE LOUISIANA BOARD OF COMMERCE AND INDUSTRY ADOPTING NO REMEDIAL ACTION FOR THE ALLEGED VIOLATIONS.

NO RESPONSE WAS RECEIVED FROM THE [INAUDIBLE].

THE SHERIFF SUBMITTED A LETTER STATING THEY HAVE MADE A DECISION TO TAKE NO ACTION AND ENFORCE NO PENALTIES FOR THESE VIOLATIONS.

I TRUST THAT THE BOARD WILL RESPECT AND APPROVE MY RECOMMENDATION.

>> DO WE HAVE SOMEONE HERE FROM LOUISIANA SUGAR CANE COOPERATIVE? WE HAVE NO REPRESENTATIVES TO EXPLAIN THE SITUATION.

BECAUSE WE OBVIOUSLY HAVE JOBS BEING MET THE FIRST YEAR BUT NOT THE PAYROLL.

WE HAVE JOBS AND PAYROLLS NOT BEING MET THE SECOND YEAR.

THEN THE THIRD CONTRACT.

WE HAVE SOME SERIOUS QUESTIONS.

WE HAVE A MOTION FROM MR. MOSS TO DEFER TO GIVE THEM ANOTHER OPPORTUNITY TO COME AND EXPLAIN TO THE BOARD WHAT HAS HAPPENED.

>> WE HAVE A MOTION. I'LL SECOND.

>> SECOND FROM DR. WILSON.

WE HAVE ANY QUESTIONS OR COMMENTS FROM [INAUDIBLE] THE BOARD.

>> QUESTION.

>> YES.

>> TO UNDERSTAND, WAS NOTICE GIVEN TO THEM ABOUT TWO DAYS?

>> YES, THEY WERE ALL SENT NOTICES.

>> OKAY.

>> WE HAVE A MOTION TO DEFER.

ANY FURTHER QUESTIONS OR COMMENTS FOR THE BOARD? ANY COMMENTS FROM PUBLIC? HEARING NONE, ALL IN FAVOR SAY, AYE.

>> AYE.

>> ANY OPPOSITION?

>> MOTION TO DEFER IS APPROVED.

>> LASTLY, WE HAVE ONE CONTRACT NUMBER 20190093 FROM NEIGHBORS LLC, OUACHITA PARISH.

THERE IS NON-COMPLIANCE WITH THE 2020 REPORTING PERIOD.

THE EXHIBIT A FOR THE CONTRACT REQUIRES THE COMPANY CREATE AND MAINTAIN 10 JOBS WITH 300,000 IN PAYROLL.

THE ACTUAL JOBS AND PAYROLL CREATED WAS ZERO.

THE FILING WAS ALSO RECEIVED LATE.

IT WAS DUE APRIL 30TH OF 2021 AND RECEIVED JULY 29TH OF 2021.

THE PARISH COUNCIL SUBMITTED A LETTER STATING, PLEASE ACCEPT THIS LETTER AS CONFIRMATION THAT THE OUACHITA PARISH POLICE JURY CONSIDER THE REFERENCE MATTERS MEETING ON APRIL 18, 2022 AND DECIDED TO NOW A PARTICULAR ACTION.

ACCORDINGLY, THE POLICE JURY DOES NOT ASK THAT THE BOARD OF COMMERCE AND INDUSTRY TO PENALIZE A [INAUDIBLE] IN ANY MANNER FOR THAT MATTER SET FORTH IN THE NOTICE.

NO RESPONSE WAS RECEIVED FROM THE SCHOOL BOARD AND THE CITY OF WEST MONROE ISSUED A RESOLUTION STATING THEY FIND NEIGHBORS HAS PRESENTED COMPELLING EVIDENCE OF THE FAILURE TO TIMELY ATTAIN THE EMPLOYMENT REQUIREMENT WAS DUE TO EXTRAORDINARY MATTERS BEYOND THEIR CONTROL AND REQUESTS THE BOARD OF COMMERCE AND INDUSTRY TAKE NO ACTION AND APPROVE NO PENALTY FOR THE FAILURE TO SATISFY EMPLOYMENT REQUIREMENTS.

>> JUST STATE YOUR NAME AND NAME OF THE COMPANY PLEASE.

>> LAST BUT HOPEFULLY NOT LEAST.

MY NAME IS YURI ALLEN.

I'M THE CFO OF NEIGHBORS AT THE TIME OF THE FILING.

>> THEN TELL US WHAT'S GOING ON.

>> LET ME GIVE YOU A LITTLE BACKGROUND OF NEIGHBORS, IF YOU DON'T KNOW WHAT WE DO.

WE ARE A COOKIE DOUGH MANUFACTURING COMPANY.

PRIMARILY IN 2019, 64 PERCENT OF OUR REVENUE CAME FROM FUNDRAISING ACTIVITIES.

YOU CAN ONLY IMAGINE WHAT THE IMPACT OF CLOSING SCHOOLS DID TO US IN 2020.

THE THING THAT WE RAN INTO WAS A BIG COMPANY ISSUE AND ALL OF THE THINGS WE DID.

THE INVESTMENT THAT WE ASKED FOR THE RELIEF WAS BASED ON OUR RETAILS.

OUR RETAIL SIDE WAS ACTUALLY INCREASED.

WE DROPPED FOUR MILLION DOLLARS IN THE FOURTH QUARTER OF 2020 BECAUSE OF COVID.

OUR PROBLEM WASN'T NECESSARILY THAT WE DIDN'T EVEN NEED PRODUCTION AS WE COULDN'T HIRE PEOPLE.

AS WAS MENTIONED EARLIER, THAT COVID IMPACTED EVERYBODY, WELL IT SERIOUSLY DID US.

WE HAD A REVOLVING DOOR OF EMPLOYEES,

[01:50:03]

THE TURNOVER WAS TREMENDOUS AND JUST US TRYING TO HIRE PEOPLE TO MEET THE JOB REQUIREMENTS.

WE HAD OPEN JOBS IN PRODUCTION, OPEN JOBS IN MAINTENANCE AND WE COULD NOT FIND ANYONE.

WE ATTENDED THREE [INAUDIBLE] JOB PAYERS TO GET OUR OWN RESULTS.

I ADVERTISED IN THREE OR FOUR LOCAL RADIO STATIONS, OFFERED FREE LUNCHES [INAUDIBLE] FOR ANYBODY THAT SIGNED UP.

WE GOT 16 PEOPLE WHO CAME BY.

OUT OF THOSE 16, WE OFFERED FOUR JOBS.

ONE OF THEM LASTED MORE THAN A WEEK.

[INAUDIBLE].

I DON'T THINK WE'RE ANY DIFFERENT FROM ANYBODY IN OUACHITA PARISH.

YOU CAN DRIVE DOWN ANY STREET, EVERY BUSINESS HAS [INAUDIBLE] SIGN.

WE JUST COULD NOT FIND EMPLOYEES.

WE HAD OPEN POSITIONS, WE JUST COULDN'T FIND.

NOW THE GOOD THING ABOUT IT, WE STRUGGLED IN '21.

BUT THROUGH 2022, WE'VE ACTUALLY MADE 3.5 MILLION DOLLAR MORE INVESTMENT IN NEIGHBORS COOKIES.

WE ARE LOOKING AT DOING INCREASED PRODUCTION.

[INAUDIBLE] IS COMING BACK.

THE RETAIL SIDE IS REAL GOOD.

THAT'S HELPING US OUT.

[INAUDIBLE] JOBS, I GUESS, LAST WEEK.

WE'RE 90 PLUS JOBS NOW.

WE'RE GOING TO MEET THE REQUIREMENTS, IT'S JUST COVID HIT US TREMENDOUSLY HARD IN 2020 AND 2021.

>> PUTTING ALL THIS IN CONTEXT, YOUR NORMAL EMPLOYEE COUNT WAS AROUND 90 THEN?

>> YES, SIR. OUR BASELINE WAS 50 THEN.

>> BUT NOW IT'S UP TO 90.

>> IT'S UP TO 90

>> THIS PARTICULAR PROJECT, [NOISE] YOU SAID, THIS WAS PART OF A RETAIL?

>> ACTUALLY, [INAUDIBLE] COOKIE DOUGH, ALLOWING TO [INAUDIBLE] COOKIE DOUGH.

>> WE HAVE THE EXPLANATION, WE HAVE RECOMMENDATIONS FROM FOUR LOCAL ENTITIES ENTERTAIN A MOTION. YES, MR [INAUDIBLE]

>> MOTION TO APPROVE NO PENALTIES.

>> WE HAVE A MOTION TO APPROVE NO PENALTIES. WE GOT A SECOND?

>> SECOND.

>> SECOND FROM WILSON.

ANY COMMENTS OR QUESTIONS. [INAUDIBLE]

>> QUESTION.

>> YES, MR [INAUDIBLE].

>> [INAUDIBLE] [LAUGHTER]

>> LOT OF SUGAR AND A LOT OF [INAUDIBLE] [LAUGHTER] [OVERLAPPING]

>> THE MOTION SECONDED. ANY COMMENTS? [INAUDIBLE] HEARING NONE ALL IN FAVOR SAY AYE.

>> [OVERLAPPING] AYE.

>> [INAUDIBLE] MOTION CARRIES. THANK YOU SO MUCH.

I HAVE ONE QUESTION [INAUDIBLE].

I'M JUST TRYING TO WRAP MY HEAD AROUND.

OBVIOUSLY HAD LATE PAYMENT OBVIOUSLY LATE FILING ISSUES WITH A NUMBER OF [INAUDIBLE] FROM FAIRLY SIMPLE PATTERN OR THE SAME SOMETHINGS THAT WE CAN DO BETTER TOO.

I KNOW YOU GUYS ARE LOOKING FOR SOMETHING TO DO DAY IN AND DAY OUT, BUT I WOULD MUCH RATHER BE WRESTLING WITH JOB AND PAYROLL ISSUES THAT THESE DAYS DROVE THE LATE PAYROLL ISSUES.

BUT IS THERE A WAY WE CAN TRY TO FIGURE OUT WHAT'S GOING ON HERE OR DO YOU HAVE SOME IDEAS? WE ALL GOT PUT IN THE INFORMATION NOW THERE IS IT IN THE CONFLICT OR THE DOCUMENTS DEADLINES.

>> [INAUDIBLE] IS IT OKAY WHEN YOU SEND IT TO THEM TO REVIEW AND SIGN PRIOR TO THEIR APPLICATION COMING THROUGH.

WE DO PROVIDE INFORMATION ABOUT WHERE TO FIND THE DOCUMENTS AT THE TIME THEY NEED TO FILE AND WHERE THE DEADLINE INFORMATION IN THEIR EXHIBIT.

>> IT'S JUST I GUESS THE REASON I'M ASKING YOU THE QUESTION, I'M SEEING THE ISSUE BETWEEN A SMALL COMPANY AND BELOW 66 ARE BOTH HAVING THE SAME ISSUE.

I'M TRYING TO FIGURE OUT WHAT THE DISCONNECT IS.

IS IT BECAUSE THIS IS RELATIVELY NEW?

>>I THINK ITS BECAUSE IT NEW, WE'RE SEEING A LOT OF COMPANIES FIRST YEARS AND COMPLIANCE AS TO WHY YOU SEE MULTIPLE REPORTING PERIODS THAT ARE BEING LAID AND NOW GOING FORWARD, THEY SEEM TO BE REMEMBERING HAVING TRENDING BETTER THAN IT WAS INITIALLY.

WE HAVE SENT OUT A REMINDER AS THE BEST THAT WE CAN, BUT THE ONES THAT [INAUDIBLE] SHOW APRIL 30TH DEADLINE.

THAT'S WHY YOU SEE A LOT SUBMITTED BY THE END OF JULY.

JUST WE GIVE THEM 60 DAYS TO GET IT IN OR IT'S CONSIDERED NOT BEING FILED [OVERLAPPING]

>> IT'S ALSO MY IMPRESSION THAT IF YOU ALL REACHED OUT TO THEM AND THEY GOT IT THEN.

>> YES [INAUDIBLE]

>> I DID A GREAT JOB AND I'M HOPEFUL THAT THIS IS A NEW PROGRAM TYPE ISSUE AND

[01:55:01]

PERHAPS ALL THE DIFFERENT CONVERSATIONS AGENCY REPEAT VENDORS [INAUDIBLE]

>> I WANT TO SAY, I KNOW FOLKS HAVE TO BE SCRATCHING THEIR HEAD AND WHILE WE ARE OBVIOUSLY HAD SOME ISSUES ABOUT THESE ARE LIKE FALLING ENVIRONMENT WHEN YOU WEREN'T DOING SOMETHING ABOUT THIS.

I'M JUST ONE BOARD MEMBER, BUT WE'RE HERE NEXT YEAR.

I'M SAYING REPEAT THE VENDORS AFTER ONE [INAUDIBLE] LESS GENEROUS ABOUT THAT BECAUSE THE REASON WITH THE RULES ARE THERE FOR RAISING THE DEADLINES, ARE THERE FOR REDUCING THE INFORMATION THAT'S IN THE DOCUMENTS FOR PEOPLE TO BELIEVE THAT THEY'LL TAKE THE TIME TO DO IT.

BUT AGAIN, MY PERSONAL POSITION IS THESE ARE VERY VALUABLE INCENTIVES.

IF THEY'RE VALUABLE TO THE STATE, THEY ALL MEAN VALUABLE FOR THOSE RECEIVING THEM.

VALUABLE ENOUGH THAT YOU TAKE THE TIME AND EFFORTS TO MEET THE PROGRAM REQUIREMENTS.

NOW, IF THERE'S SITUATIONS WHERE FOR SOME REASON YOU CAN'T MEET THE JOB AND YOU CAN MAKE THE PAYROLL, THAT'S THE REASON WE HAVE THESE MEETINGS.

LET'S HEAR WHAT'S GOING ON, BUT NOT MEETING WITH FILING DEADLINES.

I'M MORE PATIENT THIS TIME RIGHT NOW, FRANKLY, BECAUSE IT'S A NEW SITUATION.

THIS TIME NEXT YEAR, I MAY NOT BE AS GENEROUS AS I FEEL TODAY.

I'M JUST ONE BOARD MEMBER, BUT I JUST WANT PEOPLE TO UNDERSTAND THIS IS NOT AN INSIGNIFICANT MATTER, ESPECIALLY WHEN COMPLIANCE.

ANYTHING ELSE? [OVERLAPPING] ALL GOOD, THANKS FOR THAT.

PERSONAL ORDER. YES SIR, MR. PEARSON.

[9. Secretary Remarks – Secretary Don Pierson]

>> THANK YOU FOR THE OPPORTUNITY AND I MIGHT COME INTO THE RELATIVE TO NON COMPLIANCE [INAUDIBLE] VERY SMALL PROBABLY PERCENTAGE OF THE TOTAL CONTRACTS THAT WE HAVE OUT THERE.

I WOULD SUSPECT IT TO BE LESS THAN 100 PERCENT OR SOMETHING LIKE THAT.

FEEL TO ME LIKE IT'S [INAUDIBLE] I WOULD LIKE TO RECOGNIZE TYLER HUNT WHO'S WITH US HERE TODAY.

TYLER WOULD YOU PLEASE STAND? TYLER'S MORE OF THE GOVERNOR'S FELLOWS, NUMBER OF APPLICANTS WERE MADE AND THE GOVERNOR'S TEAM SELECTS INDIVIDUALS AND MAYBE SEE THAT ARE EMBEDDED IN VARIOUS DEPARTMENTS ACROSS THE STATE.

POWERS EMBEDDED WITH A LADY FOR THIS SUMMER AND SHE'S A RISING SENIOR AT LSU. THANK YOU FOR BEING WITH US.

GREAT TO HAVE ALL OUR SENATORS AND REPRESENTATIVES BACK AFTER AN ARDUOUS SESSION.

GREATLY PLEASED TO ANNOUNCE THAT THE HOUSE BILL 724, IT'S BEEN SIGNED BY THE GOVERNOR AND ENACTED AS ACT 536, WHICH IS A NEW MATCHING GRANT PROGRAM FOR SITE DEVELOPMENT ACROSS THE STATE AND WILL BE PULLING FUNDS IN EIGHT REGIONS ACROSS THE STATE THROUGH THIS PROGRAM.

WE'LL BE ISSUING CONTRACTS OR THE REGIONS AND ALSO DEVELOPING THE RULES TO GOVERN THE PROGRAM WITH.

PLEASED TO REPORT WE ARE MAKING A BIG PROGRESS WITH SSBCI.

THUS, THE STATE SMALL BUSINESS CREDIT INITIATIVE, FIVE STATES HAVE NOW BEEN AWARDED THEIR FUNDS.

WE HAVE CHECKED AND TRY TO MAKE SURE THAT WE'RE ADVANCING IN THAT PIPE LINE, AND WE BELIEVE THAT WE ARE.

A GREAT DEAL OF EFFORT HAS BEEN PUT TOGETHER TO MANAGE AND DEPLOY VERY SIGNIFICANT AMOUNT OF FUNDING COMING TO US TREASURY.

WE'LL BE FOLLOWING THE RULES PUT FORTH IN THE APPLICATION, BUT EXCITED TO SEE THAT PROGRAM ADVANCING.

THANK YOU FOR THE WORK DONE TODAY.

WHY THE BOARD SNAPSHOT OF YOUR APPROVAL OF 24 NEW OR EXPANDING MANUFACTURING PROJECTS, REPRESENTING MORE THAN $3.8 BILLION IN INVESTMENT LOCATED IN 12 PARISHES, FIVE OF WHICH ARE RURAL PARISHES.

ALL THOSE ARE GREAT STARTS FOR US AND MAYBE ESTIMATE WAS AROUND 3,750 ASSOCIATED WITH CONSTRUCTION JOBS DEGENERATE TO POWER ECONOMY.

GREAT TO HAVE THOSE 670 OR SO DIRECT JOBS BUT WE ALSO PAY PARTICULAR ATTENTION TO THE MORE THAN 1,500 RETAINED JOBS THAT WERE REPRESENTED IN THOSE CONTRACTS TODAY.

WE'LL HAVE TWO NICE ANNOUNCEMENTS LATER THIS WEEK.

WATCH YOUR EMAIL OR OTHER WAYS THAT THESE ANNOUNCEMENTS COME TO YOU.

THE LOUISIANA MILITARY ADVISORY COUNCIL WILL MEET IN ALEXANDRIA ON THE 13TH OF JULY.

WE CONTINUE TO MANAGE THE GOOD MILITARY INSTALLATIONS ACROSS THE STATE.

I'M LOOKING FORWARD TO PRONOUNCE IN NORTH BOEOTIA PARISH ABOUT THREE MILES FROM THE ARKANSAS LINE AND PLAIN DEALING.

THAT SHOULD BE AROUND THE 11TH OF JULY WITH THE

[02:00:01]

$110 MILLION OF OUR TEAL-JONES SOUTHERN YELLOW PINE, LONGER BLANK GROUNDBREAKING THERE.

SOME GREAT ACTIVITY.

WE CONTINUE TO MANAGE A NUMBER OF ECONOMIC DEVELOPMENT ADMINISTRATION AWARD APPLICATIONS THAT ARE OUT THERE TO INCLUDE TWO VERY MAJOR BUILD BACK BETTER APPLICATIONS THAT ARE OUT THERE.

THAT'S A GOOD LOOK ON WHAT'S GOING WRONG AT LU

>> THANK YOU, MR. PEARSON.

ANYTHING ELSE FOR THE GOOD OF THE ORDER? THANK YOU ALL FOR BEING HERE TODAY AND [INAUDIBLE] THANK YOU FOR BEING IN ATTENDANCE.

WITH THAT I RETURN MOTION TO ADJOURN.

WE HAVE MOTION BY MR. HAWLEY, A SECOND FROM MR. [INAUDIBLE] ALL IN FAVOR SAY AYE.

>> [OVERLAPPING] AYE.

>> WE ALL ADJOURN. THANK YOU VERY MUCH. SEE YOU IN AUGUST.
